Childhood

Panina Elena Vladimirovna was born in the spring. On April 28, 1948, in the small but cozy Russian city of Roslavl, she was born. This town, where the childhood of the future deputy passed, is located in the Smolensk region.

The family in which she was born was intelligent and hardworking. The girl’s father and mother worked as teachers in a local school, and this, of course, had a great influence on Elena’s upbringing.

Education

After the successful completion of schooling, Panina Elena Vladimirovna enters the capital's Institute of Finance, which taught her to properly allocate her time and always be responsible for her work.

In 1970, having successfully graduated from it, she received the profession of economist. But despite the fact that the girl went to work, she did not stop her further education. After that, Panina Elena successfully studied at the Higher Commercial School, which belonged to the Foreign Trade Academy. This gave her the opportunity not only to become a doctor of economic sciences, but also a professor, and even an academician of the Russian Academy of Natural Sciences.

Labor and political activities

It is known that in 1970, having graduated from the institute, Panina Elena Vladimirovna falls into the Control and Revision Department of the Russian Ministry of Finance, according to the distribution of the university. Her responsibilities included first supervising only the Smolensk region, and then Moscow. But in 1975, she left this place of work and transferred to the metropolitan construction complex.

In 1986, Elena Vladimirovna decides to switch to party work. So, she is elected first secretary of the Lublin District Party Committee of Moscow, and then as a deputy of the district council. Two years later, a new transfer to the capital city committee of the Communist Party follows, where she was offered the position of head of the department of economics.

Three years later, in 1991, the following promotion was followed: Elena Vladimirovna became the general director of one of the departments of the Chamber of Commerce and Industry. At the same time, she actively participated in the creation of the Union of Industrialists and Entrepreneurs of Russia. It should be noted that Panina is still his vice president.

In 1993, she participated in a meeting with the government at which a new draft constitution of the Russian Federation was being worked out. Elena Vladimirovna stood at the origins of the creation of the Russian Zemsky Movement, and after that she was its chairman until 2004. Currently, she heads the council of this organization, which is mainly engaged in educational and charitable projects.

At the end of June 1997, additional elections to the State Duma were held, where Elena Vladimirovna’s candidacy from one of the districts of the Voronezh region was also presented. In Pavlovsky District No. 76, she won the majority of the vote and was thus elected to the State Duma. Panina Elena Vladimirovna, a deputy from the Voronezh region, joined the group "Democracy", which at that time was headed by N. Ryzhkov.

But already in the early fall of 1999, she became one of the founders of the People’s Deputy group, which brought together deputies who were not members of any party. And in the summer of 2002, Yelena Vladimirovna headed the Russian United Industrial Party, which in 2006 decided to join the United Russia. In autumn 2010, deputy Elena Panina became the secretary of the political council of the city organization of the United Russia party (Moscow).

In 2011, she was elected to the State Duma for the second time. Currently, she weekly (Tuesday, Thursday), together with her assistants, hosts Muscovites at the following address: ul.
