Yaroslavl region is one of the constituent entities of the Russian Federation. This region is located on the European Territory of Russia (ETR), northeast of Moscow. The region was formed on March 11, 1936. It includes 17 districts and 3 urban districts.

In the second quarter of 2018, the average cost of living in the region amounted to 9744 rubles per month. For representatives of the able-bodied population, the indicator, as in other regions, is the highest, and amounts to 10, 650 rubles per month. The living wage of a pensioner in the Yaroslavl region is 7876 rubles / month, and in children - 9929 rubles / month.

Dynamics of a living wage

Over the past 3 years, the cost of living in the Yaroslavl region has increased slightly. It was minimal in the 4th quarter of 2015, when it amounted to 8315 rubles. The maximum value was observed in the second quarter of this year. The cost of living changes in waves, increasing and decreasing. The minimum values ​​are observed in the fourth quarter of each year, and the maximum - in the second or third quarters. For all categories of citizens, its changes are almost identical. In the Yaroslavl region, the cost of living for children is almost the same as the average.

If the average income per person does not exceed 15, 975 rubles, and the family has children, then the following payments are due:

  • Payments in the framework of benefits for the first child, which carries out social protection, for which the federal budget is used.

For people without children, social support measures are provided that can be provided if the person’s income does not exceed the subsistence level. Such a person is considered to be poor.

The size of the subsistence minimum at the birth of a third child increases to 10, 235 rubles.

The cost of living is not used to accurately assess human needs, but is used only as a generalizing value. It is based on the price level in a particular region. The basis is the minimum consumer basket, consisting of a grocery basket, the amount of certain goods, transport services and utilities.

At the same time, it is obvious that prices at different outlets can vary significantly, many people have a need for medicines, as well as different needs for calories and utilities. Plus, many products and goods do not meet the declared quality or are counterfeit and have a marriage. It is simply impossible to take such things into a living wage. Therefore, this indicator is quite difficult to use as a basic basis for assessing the level of well-being of a particular person.

The size of the living wage should be adjusted by the amount of inflation. Otherwise, the accuracy of this indicator may be called into question.

Where is the cost of living applied

The cost of living can be used for:

  • social policy development;
  • in the process of creating social support programs for the population;
  • when studying the average standard of living of citizens;
  • to identify poor citizens who need social support;
  • to establish the minimum wage;
  • when working on a national budget.
