Classifier TN FEA mainly found its application in customs activities. In our country, this classifier has gone from the USSR to the Customs Union.

The purposes of the classifier

  • The TN FEA classifier serves as the basis for the classification of customs rates carried out by the state when regulating FEA applicable to goods crossing the customs border, as well as in the complex of measures for regulating foreign trade (VT) using tariffs.

  • The codes of goods given in the classifier are used in the preparation of certain documents for the application of customs tariffs.

  • They are used in the development, introduction and implementation of various kinds of economic restrictions and prohibitions in the complex of measures for regulating VT by non-tariff methods.

  • This classifier for the customs officer serves as a means of implementing control functions, providing the necessary classification of goods.

  • In order to ensure accuracy and comparability of data on goods used in international trade negotiations, this nomenclature simplifies the processing of statistical data, primarily those related to international trade.

Classifier of HS codes in the USSR

The main classifier in the foreign economic activity of the USSR from 1962 to 1991. acted ETN VT CMEA. With the help of this classifier, the systematization of goods by purpose, genesis and processing was carried out. The classification system used grouped goods into industrial and agricultural, means of production: into commodities, fixed and circulating assets. Here, a seven-digit code was used for codification.

Initially, this nomenclature was developed as a statistical commodity, but at the same time it was the base of the customs tariff of the Soviet Union. The classification system existing in it coped poorly with the protective functions, which did not allow the customs tariff to be effectively applied in trade and at the same time function as the economic regulator of BT.

Classifier of the range of goods in the CIS

The CIS participants concluded an agreement on the use of a single nomenclature in the field of customs statistics, based on the HS nomenclature. On the day of November 3, 1995, the Agreement on the Unified Classifier was signed.

Its feature is that it is led by the customs service of the Russian Federation. It contains the OPI, with which you can correctly interpret codes harmonized with the HS, codes with descriptions of goods, as well as notes related to sections and groups.

In April 2000, our country introduced the CN FEA of the Russian Federation - a classifier, the international base for which was the harmonized system (HS) and its derivatives CN CNES and the CN FEA CIS with the decimal detail used in Russia and the code extension up to 14 characters.

Classifier in EurAsEC

September 20, 2002 in Astana, the EurAsEC member countries entered into an Agreement on the common EurAsEC classifier under consideration. It was agreed that, for the purposes of conducting statistical accounting and regulation, countries will use the ten-digit classifier of Russia, which is based on the classifier of foreign trade activities of the CIS, as well as the WTO HS, as the HS of EurAsEC.

Since the beginning of 2010, in accordance with the decision of the supreme body of the CU of the Russian Federation, Belarus and Kazakhstan have been using a single classification of the Customs Union.

This classifier is also built on the basis of GS, TN CNES and the CIS commodity nomenclature. Its use creates the necessary conditions for the effective interaction of the member states of the CU, the EEC and the Russian Federation, which improves the conduct of BT.
