Since childhood, almost all of life has been connected with Lugansk. After graduating from a local high school, Spiridon Pavlovich entered the local engineering institute, where he studied at the Faculty of Mechanics. He was a little unlucky. When Spiridon was in his second year, the Soviet Union canceled a deferment from military service for students. He was called up for military service, and he honestly served. And even took part in the aftermath of the accident at the Chernobyl nuclear power plant. Fortunately, without significant health effects.

In private business

After demobilization, he returned to his native institute, after which he received the qualification of a mechanical engineer. While studying, he moonlighted as a loader. He received a diploma of higher education in independent Ukraine. In the early years, tried his hand at a business related to the repair of cars and buses.

In subsequent years (1992-1995) he continued to work in private business, becoming the founder of the company "Full Partnership". He was responsible for the supply and sale of products and services in the public organization "Soyuzavto" as head of the supply and sales department.

In public service

In 1995, he went through a competition to one of the district executive committees of the city of Lugansk for the position of chairman of a committee dealing with family and youth issues. Since 1998, he has been working as an assistant consultant to People's Deputy Sergei Doroguntsov, who represents the Communist Party. In the same year, Spiridon Pavlovich graduated with honors from the magistracy of the East Ukrainian National University.

In 2001 he joined the Communist Party of Ukraine. By this time, Spiridon Pavlovich Kilinkarov had been working in the apparatus of the Lugansk Regional Party Committee for about five years. A competent and active young communist was noticed, he began to quickly move along the party line. By 2003, he was already a member of the Communist Party Central Committee, and in 2005 he was elected to the post of first secretary of the regional committee.
