early years

Zimin Viktor Mikhailovich was born in August 1962 in the remote village of Dissos, in the Krasnoturan region in the Krasnoyarsk Territory. His father, Mikhail Mikhailovich Zimin, was an ethnic Russian, but his mother, Martha Karlovna, was German, who, together with her parents in the Stalin era, were driven from the Volga region to Siberia during a mass deportation.

Later, the family moved to Khakassia, including Viktor Zimin. Khakassia became his native land. It was there, in the village of Katanovo, in the Askiz district, that he graduated from high school.

After receiving an eight-year education at the school, Vitya entered the agricultural technical school located in the city of Abakan, which he successfully graduated in 1982. The next two years, he devoted military service in the tank forces, rising to the rank of sergeant.

Professional career

After the army, Zimin Viktor Mikhailovich got a job as an installer for a construction company. After he transferred to the post of master in the organization "Dorstroy", which was engaged in the construction and repair of the Krasnoyarsk railway, as well as various objects along it, including social ones (schools, boiler houses, kindergartens, etc.). Then he receives a promotion to the superintendent, and then - the head of the site.

Since 1985, Zimin Viktor Mikhailovich was appointed chief engineer, and then head of the construction and installation department. Under his leadership, a railway station was built in the city of Bogotol, located in the Krasnoyarsk Territory. In 1991, Zimin became the curator for the construction of the Achinsk branch of the railway. In 1992, he was appointed deputy chief of the Abakan branch of the Krasnoyarsk railway. In this position, he began to oversee construction projects.

Throughout the 90s and early 2000s, he worked in this position virtually unchanged. These were difficult times for the country as a whole and for the enterprise in particular, but Viktor Mikhailovich clearly performed his duties. For his services in the labor field in 2001, he was marked with the sign of an honorary railwayman.

At the same time, he developed his own small business in the form of a horse farm and a hunting farm.

The beginning of a political career

Back in 1999, Viktor Zimin joined the ranks of the founders of the Unity party in Khakassia, whose goal was to rally the Russian people around Vladimir Putin, who just ran for his first presidential term. In 2001, this movement was transformed into the United Russia party.

It was on the lists of "United Russia" in 2004 that Zimin was elected a deputy to the Supreme Council of Khakassia. In the elections, the party won more than 23% of the vote, which meant the passage of 11 deputies from it to the parliament, among which was Viktor Zimin.

In the State Duma

In the 2007 elections, Viktor Zimin also ran for United Russia, but this time to the State Duma. He passes to parliament, but now of federal significance. The party in Khakassia gains almost 60% of the vote, which guarantees getting into the Zimin Duma on its lists.

In 2007, Viktor Mikhailovich graduated from Tomsk University of Architecture with a degree in Automotive Engineering.

In 2008, Zimin led the United Russia party in Khakassia, becoming the secretary of its political council.

Governor Appointment

In 2008, Dmitry Medvedev made Zimin an offer to take the governor’s chair in Khakassia. On the proposal of the president, he was elected to this position by local deputies in December 2008 (66 deputies for and 3 abstained), but he only broke the duties on January 15, 2009, having replaced Alexei Ivanovich Lebed who had occupied this post before.

From then until now, Viktor Zimin is the head of the republic.

In the governor's chair

Now Viktor Zimin's main duty was to lead his native region.

One of his first decisions was the refusal to unite Khakassia with the Krasnoyarsk Territory, which was previously supposed to be committed. This caused discontent among some population groups.

In 2009, when an emergency occurred at the Sayano-Shushenskaya hydroelectric station, many residents of nearby villages were about to relocate. But Victor Zimin called not to make hasty actions. As it turned out later, his advice was correct.

At the end of 2009, he was appointed Medvedev one of the members of the Presidium of the State Council of the Russian Federation.

In autumn 2010, constitutional reform took place in Khakassia, according to which, the post of the head of the republic was now called "Head of the Republic of Khakassia - Chairman of the Government of the Republic of Khakassia." As the leader of this subject of the federation, Zimin automatically took up this position. She assumed a wider range of powers than before. There have also been changes at a lower level in the management of municipalities.

In December 2011, regular elections to the State Duma took place. Viktor Zimin, the head of the Republic of Khakassia, also ran on them on the lists of the United Russia electoral bloc. The biography of this leader, however, did not change significantly, since even in case of victory he did not intend to leave the governor's chair. Nobody doubted the victory, since Zimin acted under the first number of the regional list in Khakassia of the most popular Russian party - United Russia. The only question was with what percentage of the votes this party would win. As a result of the vote, United Russia gained more than 40% of the vote. As expected, after the victory Zimin refused the deputy mandate, and his place was taken second in the list of the party Nadezhda Maksimova.

In early 2013, Viktor Zimin had to resign, as his governorship expired. But the president of Russia appointed him vr. and. about. Head of the Republic of Khakassia until the next election of the governor, which was to be held in the autumn of that year. As expected, in the September elections, Zimin convincingly won in the first round, gaining more than 63% of the vote. For comparison: Viktor Sobolev, the runner-up, who represented the LDPR party, failed to overcome even a ten percent barrier.

In September 2016, when gubernatorial elections were held in many regions of Russia, they were not held in Khakassia, since Zimin’s five-year term has not yet passed.

Criticism

Despite the great experience of Viktor Zimin as a politician and administrator, he also receives a lot of criticism. In particular, those who are dissatisfied with him are charged with involvement in corruption schemes or the promotion of corruption among subordinates. In this regard, there was even talk that, on the eve of the 2016 parliamentary elections, Zimin might be on the list of disgraced governors and say goodbye to the chair of the head of the republic. This was also facilitated by the fact that the budget of Khakassia for 2016 was adopted with great difficulty, moreover, with a significant deficit, and the region's debts exceeded the amount of 15 billion rubles.

Nevertheless, this did not happen, and after the parliamentary elections, Viktor Zimin remains the head of the region. Some experts believe that this happened only thanks to the support and intercession of his friend, Defense Minister Sergei Shoigu.

Awards

After we talked about the bad, it's time to move on to the good, namely to the list of awards that Viktor Zimin received.

As we said earlier, in 2001 he received the title of Honorary Railway Worker. The rewards that followed were even more significant. So, in 2011 Zimin was awarded the Order of Daniel of Moscow. Then he was awarded the Order of Merit to the Fatherland, second degree.

In 2013, Zimina was waiting for a series of awards. He was awarded the honorary badge of the Ministry of Natural Resources and the Order of Merit for the Fatherland of the fourth degree.

2015 was no less generous for awarding. Then Zimin received the title of Honored Builder of Khakassia, as well as a medal for labor prowess.

Viktor Zimin’s latest award at the moment is an honorary sign received from the Union of Journalists, which he became the owner of in June 2016.

A family

The head of the republic has a large family. Zimin's wife, Viktor Mikhailovich, Tatyana, is a teacher. But at the same time, she is one of the co-founders of Prommetal. In the marriage of Victor and Tatyana Zimin, three daughters were born.
