Governor activity

In 1999, the governor of the Orenburg region was elected. There was fierce competition for this post between Vladimir Elagin and Pavel Gurkalov. Chernyshev as the main candidate was not perceived at all, but by a fraction of a percent ahead of Gurkalov and entered the second round of elections.

Aleksey Andreevich was able to get around Yelagin by a margin of 9 percent of the vote. As a result, Chernyshev received the post of governor of the Orenburg region.
