Biography
Roman Anatolyevich Romashov was born on 06/27/1965 in the north of the Rostov region, in the large village of Gluboky. The family was respected: mother Elena Ivanovna - Honored Teacher of Russia, father Anatoly Alekseevich - Honored Builder, politician, holder of state awards. There is a brother Konstantin born in 1971.
After graduating from the Kharkov Civil Engineering Institute as a pope, he was sent to work as an engineer at a secret military plant. Next went the family. Roman’s childhood passed in the “closed” town of Krasnoyarsk-26, which left a corresponding imprint on the young man’s worldview. Duty to the Motherland, pride in the country, respect for elders were a hollow sound. Mom, being a teacher, raised patriotic feelings in her sons.
Study
It is not surprising that after school Roman Anatolyevich Romashov in 1982 entered one of the educational institutions of the USSR Ministry of Internal Affairs - the Irkutsk Fire-Technical School. According to the memoirs of Roman Anatolyevich, he was very lucky with both teachers and friends of the same age. After graduating with honors in 1985, he held the post of chief of the guard, often took part in extinguishing fires and eliminating the consequences of various emergencies.
However, he was not going to stop at what was achieved. Already in 1986, he entered the law faculty of the Leningrad Higher Political School with a degree in Law.
In parallel, Roman went in for sports and succeeded a lot. In 1988, the cadet was given the status of Master of Sports in such a specific sport as officer all-around. Not many people in the Soviet Union could boast of such an achievement, because you need to have excellent skills in shooting, swimming, running and owning your body.
Peacemaker
In the mid-1980s, separatist sentiments began to build up in a number of regions of the USSR. More and more nations wanted to pursue an independent policy. Amid discontent, ethnic conflicts broke out one by one.
Even at the stage of studying in Leningrad, Roman A. Romanov was repeatedly involved in resolving critical situations as part of peacekeeping battalions. He had to establish order in the Ferghana Valley, Baku, Yerevan. But even then it became clear, "how fragile is the world of simple human relations."
Scientific activity
However, in 1992 the USSR collapsed. Roman Anatolyevich Romashov seriously engaged in science, to which his contribution was made by Professor Salnikov Viktor Petrovich. In 1992, he entered the postgraduate course of the St. Petersburg Law Institute of the Ministry of Internal Affairs, where he met yet another remarkable teacher - Professor Genevra Igorevna Lukovskaya. Under her patronage, Romashov in 1995 defended his dissertation, which opens the way for him to great science.
According to the memoirs of lawyer Roman Anatolyevich Romashov, scientific activity for him became akin to sports: there was excitement, a taste for victories, a desire to achieve an outstanding result. With the aim of professional growth, in 1997 he entered the doctoral program of the St. Petersburg Academy of the Ministry of Internal Affairs. A new peak was the defense of his doctoral dissertation in 1998 on the topic of modern constitutionalism. Then he received a proposal to head the Department of Theory of Law and State of St. Petersburg University of the Ministry of Internal Affairs. A year later, Romashov was awarded the title of professor. In 2003, the President was awarded the title of Honored Worker of Science.
New stage
In 2008, the leadership of the St. Petersburg University of the Ministry of Internal Affairs changed. Romashov did not find mutual understanding with the new authorities and left the service. However, his knowledge and talent turned out to be in demand by others. In 2006, he became dean of the law faculty of the Humanitarian University of Trade Unions in St. Petersburg.
In 2009, a proposal was made to head the Samara Law Institute of the Federal Penitentiary Service of Russia. Working closely with Samara State University, it was possible to bring the headed institute to the number of the best specialized universities, first the structure of the Ministry of Internal Affairs, and later - the whole country. Roman Anatolyevich is proud that the material and technical base of the educational institution has been significantly improved, the team has become more united. Merits Romashova did not go unnoticed. He celebrated the new year 2011 with the rank of Major General of the Internal Service. Thus, his grandmother's old dream came true.
In 2013, on the basis of the Samara Law Institute, Bashkir and Samara State Universities, an inter-university dissertation council began to work. This made it possible to increase the effectiveness of scientific activity and prepare our own highly qualified scientific and pedagogical staff.
