Ishenko Evgeny Petrovich was born in Volgograd in 1972. His father served in the police, and his mother was an engineer. From the age of 15, Eugene studied in Moscow. First, at the Physics and Mathematics Boarding School at Moscow State University, then at the Physics Department of Moscow State University.

He received his second higher education at the Moscow State Institute of Management. However, according to some reports, Yevgeny Petrovich simply bought a diploma from this university.

Business

In the early 90s, Ishchenko Evgeny Petrovich went into business. Together with his classmates, he opened MDM Bank. Eugene served as deputy chairman of the board of directors. Later he worked in a similar position at another bank - Moscow Credit. MDM Bank lasted until 2009. He was taken over by a larger credit institution, URSA Bank. True, Ishchenko had already sold his share in this business to Andrey Melnichenko by that time.

In parallel, Evgeny Petrovich begins to engage in security business. Opens the private security company Arktur, Amur. It checks the sale of shares of large Russian enterprises, in particular Svyazinvest, Sibneft, Norilsk Nickel. Inspections in the last company were led by himself.

Political activity

As a result, the current mayor Yuri Chekhov won.

For Ishchenko, this had serious consequences. He was excluded from the federal list of the Liberal Democratic Party, so he had to go to the State Duma through a single-mandate constituency, and not from the list, as he suggested.

In 1999, Yevgeny Petrovich Ishchenko again won the elections to the federal parliament. Volgograd supported him as an independent candidate.

In the Duma, the politician was a member of the deputy group "People’s Deputy" and was a member of the Property Committee. In 2000, Ishchenko decided to participate in the inter-factional union "Business Russia".

Revival Party

In 2002, Ishchenko Yevgeny Petrovich, whose photo regularly appeared in socio-political publications, organized his own party - Renaissance. It included some members of Russian National Unity, a movement created by Alexander Barkashov.

The party promoted the ideas of Russian nationalism. However, it was not possible to register with the Ministry of Justice. Therefore, his party decided to join the "Revival Party of Russia".

Elections of the mayor of Volgograd

In 2003, Ischenko again took part in the election of the head of Volgograd. Election technologies were actively used, for example, the free newspaper Day after Day was massively distributed. The elections were held ahead of schedule, as Chekhov resigned.

Ishchenko campaigned as an independent candidate, but two weeks before the vote he became a member of the United Russia party. The turnout was low - only 33%. Ishchenko Yevgeny Petrovich won. The head of Volgograd received the support of almost 40 percent of voters. The runner-up Vladimir Goryunov earned less than 30% of the vote.

His work at City Hall was accompanied by constant scandals. Ischenko was accused of acquiring a Mercedes for his own money. He took a criminal convicted of murder and drug trafficking as a personal driver. His wife is trying to evict a kindergarten from the city center in order to implement her own business project in the building. And her mother headed the municipal enterprise, which began to manage all city markets.

Despite this, Ishchenko Yevgeny Petrovich, whose biography was closely connected with his native city, intended to run for governor. However, he failed to register. One of the reasons for the refusal was the loss of Yevgeny Petrovich’s passport, which was filled out with documents submitted to the election commission. As a result, the election commission refused him because the documents indicated 4 different passports. Because of this incident, his deputy Konstantin Kalachev, who lost the mayor’s passport, resigned. True, Ishchenko did not accept her. Kalachev remained vice mayor, oversaw the information policy.

Ishchenko challenged the decision of the election commission. He was supported by a regional court, which considered the arguments insignificant for the refusal of registration.

However, the final word was left to the Supreme Court, which was addressed by the chairman of the election commission and the regional prosecutor. The Supreme Court finally deprived Ischenko of the opportunity to participate in the struggle for the governor’s chair.

Criminal prosecution

In May 2006, the biggest scandal erupted in Ischenko's political career. The politician was arrested. The investigation indicted several articles of the Criminal Code of the Russian Federation. Ischenko was accused of illegally extracting aquatic animals and plants, abuse of authority, illegal participation in business and abuse of authority.

Subsequently, articles on abuse of authority and illegal extraction of aquatic animals and plants disappeared, but illegal possession of weapons was added to them. As a result of a search in the apartment of the politician, live ammunition was discovered.

The prosecutor's office claimed that the head of Volgograd illegally made a profit from the Volgograd network of Pyaterochka shopping centers and provided personal protection for Tamerlan. Ischenko was taken into custody in the courtroom.

Evgeni Petrovich resigned his powers only six months later, announcing that he did not want to make ordinary Volgograd residents hostage-free, left without the head of the administration, and even before the heating season.

The trial began in 2007. The prosecutor's office demanded four years of imprisonment for Ishchenko. The court found the politician guilty of only two counts: illegal business and possession of weapons. The ex-mayor of Volgograd received a year of arrest. He had already served his term while in the Volgograd pre-trial detention center.

The investigator in his case was Denis Nikandrov, who a few years later was himself accused of corruption in connection with the case of the representative of the Russian mafia Zakhari Kalashov.

After his release, Ishchenko left politics and left Volgograd, concentrating on entrepreneurship. He returned to his hometown in 2011. Its main goal is to implement the project for the reconstruction of the embankment, which was developed at the time of his city management.
