As a result of the presidential election in October 2017, Sooronbai Jeenbekov becomes the president of Kyrgyzstan, leaving in second place a fairly young businessman and politician, the leader of the Republic of Ata Zhurt party of Kyrgyzstan, 47-year-old Babanov Omurbek Toktogulovich, whose biography and life deserve attention and are of a lot of interesting. It is about him that we will discuss later.
Biography
Babanov Omurbek Toktogulovich was born on May 20, 1970 in the village of Chimkent in the north of the Kyrgyz SSR. His father, Toktogul Babanov, led one of the richest collective farms in Kyrgyzstan, and was also elected several times as a deputy of the Supreme Council of the Kyrgyz Soviet Socialist Republic. Therefore, for his son Toktogul Babanov also chose the agricultural path.
After Babanov Omurbek Toktogulovich served in the Soviet Army in 1988-1989, he went to get an education at the prestigious Moscow Agricultural Academy named after Timiryazev. There, after studying (in 1989-1993) at the Faculty of Agronomy and Biotechnology, he receives an agronomist diploma.
Business steps
Two years after the end of the Agricultural Academy, in 1995, Babanov Omurbek left Kazakhstan, in the city of Taraz, where he managed enterprises for several years. In 1998, he returned to Kyrgyzstan and became the plenipotentiary of the Kazakh organization Shymkentnefteorgsintez, engaged in oil refining.
In 1999, Babanov Omurbek Toktogulovich was appointed deputy general director of the Munai enterprise, which is a Kyrgyz state-owned enterprise that supplies petroleum products. Having worked on it for about a year, Babanov becomes the president of the Kyrgyzkhlopok enterprise and at the same time heads the representative office of the oil enterprise in Kyrgyzstan.
At the age of twenty-four to twenty-five years, Babanov holds the position of Chairman of the Board of Directors of the Munai Myrza organization, which practically had no competitors in the field of wholesale fuel supplies from Kazakhstan.
Occupying leadership positions in business, Babanov Omurbek Toktogulovich additionally received two higher educations. In 2005, he graduated from the Higher School of Financial Management of the Academy of National Economy and received a diploma in financial management. In 2009, she received a law degree from the State Law Academy under the Government of Kyrgyzstan.
Political activity
From 2005 to 2007, Babanov became a deputy of the Jogorku Kenesh (Kyrgyz parliament) from his native Talas region. In the fall of 2006 and in the spring of 2007, Babanov actively participated in peaceful opposition rallies.
In 2007, during the parliamentary elections, he is the number one candidate from the Social Democratic Party of Kyrgyzstan, but on the last day of the campaign he is removed from the list due to his second Kazakhstani citizenship. Later, the Supreme Court will reverse this decision, but Babanov will give his mandate in favor of Rosa Otumbaeva.
In 2009, despite opposition statements, by the decree of President Bakiev, Babanov was appointed to the post of first vice-premier of the republic, from which Babanov resigned voluntarily in the same 2009.
"Republic - Ata Jurt"
In June 2010, Babanov creates and leads the Republic party, which took fourth place in the October 2010 parliamentary elections. Roza Otumbaeva, after the change of power in 2010, becoming the head of the republic, again appoints Omurbek Toktogulovich as first deputy prime minister.
In October 2011, President-elect A. Atambayev appointed Babanov as acting Prime Minister of Kyrgyzstan. In 2014, the Respublika party merged with the Ata-Zhurt (Fatherland) party, becoming the Republic-Ata Zhurt faction. Babanov becomes the leader of a new political movement along with Kamchybek Tashiev.
The new faction takes part in the parliamentary elections in October 2015, and Babanov, having put forward his candidacy first in the lists of the faction, again becomes the elected deputy of the parliament.
In the chair of the head of government
Becoming first acting prime minister in 2011, and then taking office as head of government a month later, Omurbek Babanov, as prime minister of Kyrgyzstan, implements the following political reforms:
- in order to reduce the state apparatus, five state departments and the number of civil servants by almost two thousand people are abolished;
- for car owners whose vehicles are not used for commercial profit, Babanov cancels the inspection;
- to support small and medium-sized businesses, the number of licenses and permits is reduced by half, and the number of inspection bodies for business is also reduced;
- for the development of the tourism sector, on the initiative of Omurbek Babanov, a visa-free regime is introduced for forty-four countries;
- a project for issuing loans on favorable terms for farmers begins, thanks to which many farmers receive loans at 7-9% per annum.
In September 2012 (due to disagreements with the ruling coalition) Babanov resigned as head of government.
Businessman family and politician
According to Babanov himself, Omurbek Toktogulovich, whose parents became interested after he was nominated for the presidency of Kyrgyzstan, his father was a Kyrgyz by nationality, his mother was from Turkic nationalities, was born in Kazakhstan, and lived in Kyrgyzstan from the age of five. He asks not to touch on the topic of his parents, saying that he is very proud of them, he is now very short of them. Babanov Omurbek Toktogulovich himself considers Kyrgyzstan his nationality and homeland.
Babanov created his own family at a young age - his wife Rita Babanova (before Birbaev’s marriage) was born in Kazakhstan. The wife of a businessman and politician also does business, being the founder of the Asia Mall shopping center.
Babanov Omurbek Toktogulovich has four children in his family: his only son and three daughters, the youngest of whom is not even two years old. The eldest daughter is educated in England.
