Since the politician very often spoke with ordinary people, held meetings with him, the victory of Eugene was expected by a large part of the population of the city. He promised that he would stop corruption, and in making decisions he would consult with people of the working class, and not just with deputies. He also planned to restore the reservoir within the city.

In the April 1, 2012 election, he won with a clear margin, receiving about 70% of the vote with a turnout of 45%. After he learned the results, Urlashov said that it was time to change Yaroslavl, to make a city of enormous scale out of it. He promised to give a new life to people. With this percentage of votes cast, the elections were fair. Moreover, 1, 300 people worked at the venues, who did not notice a single attempt to falsify the results. Because of his success, the opposition got into Forbes magazine.

First of all, he changed the team with which he had to work. His plans were aimed at closing the points of sale of illegal products.

As mayor

In the first months, as mayor, Eugene creates and opens the Institute for the Development of Strategic Initiatives. In campaign promises, he said that he wanted to help ordinary people. Therefore, he turned to Putin about the fact that the governor of the Yaroslavl region did not want to allocate money to teachers. Since the problem could not be resolved peacefully, the politician decided to appeal to the president.

In the autumn of the same year, the mass closure of outlets selling illegal alcoholic drinks and tobacco, as well as shops in which the owners did not pay rent for a long time, began. The newly made mayor claimed that the resulting area could go to the needs of the common people. The only problem that still continues in some areas is that garbage from demolished stalls has been taken out for a long time. In some places you can see the ruins today.

The mayor also began to design the city. Under his leadership, many houses were repaired in different parts of Yaroslavl. The embankment has noticeably changed. Eugene in his interview said that he wants to replace all the old roads with large pits. He was dissatisfied with the pace of repair work, but during his career he covered many roadways with new asphalt.

2 years after the election, a vote was held on the effectiveness of Urlashov in the place of the mayor of Yaroslavl. It was attended by 28 deputies, 21 of whom rated the activities of Eugene "unsatisfactory." The politician himself believed that he was an oppositionist, so the United Russia party exerts great pressure on him.

Conviction

As a result of the mayor’s incomprehensible work, the lack of certain results, a flurry of criticism rushes to Urlashov. Journalists note that his salary was about 140 thousand rubles a year. But at the same time, Urlashov buys a new apartment, a country cottage and a car.

Consequence

After the rally at which Urlashov spoke out against the leading party, on the night of July 3, 2013, Eugene was detained on suspicion of extorting a bribe. The politician himself claims that these charges are falsified due to the fact that he wanted to participate in regional elections. A strange event is that he was not allowed to see a lawyer. According to the decision of the Leninsky district court of Yaroslavl, he was held in custody until September 2 of the same year.

From the pre-trial detention center, Evgeny Urlashov writes down an appeal to the townspeople, claiming that he was framed. His intention to rise to the post, not a member of the supreme party, provoked her to "remove" the politician to prison. He also explained that he had nothing to do with the charge attributed to him.

The people supported their mayor, so about 3, 000 thousand people went to the square, according to the press. The politician was sent to the Moscow Sailor Sailor Silence, in which he had to sit until October 2014. But the investigation did not reach a final conclusion on guilt, so the arrest was extended for another year.

Despite numerous rallies in support of Eugene, the court found him guilty and imprisoned him for 13 years in a maximum security colony. This sentence was declared the most cruel to the mayors of cities caught in a bribe. Then Assistant Urlashov was detained for 7 years in a maximum security colony. The mayor's office, led by the team of Eugene filed an appeal, and a month later a petition appeared on the Internet that the politician was not guilty and should be released from custody. After the verdict, Evgeny Urlashov was removed from the post of mayor of Yaroslavl.
