The Governor of Kamchatka has a fairly broad mandate. Most importantly, it is he who is the highest official of the region, leads the government, identifying priority areas of socio-economic development of the region, the development of foreign economic and international relations.

Moreover, the governor of Kamchatka is obliged to represent his region when communicating with federal authorities, signs agreements and treaties on behalf of the government. He is obliged to promulgate the laws of the region, submit to state prizes and awards, determine the structure of executive authorities, form a government, and annually report to the Legislative Assembly on his work.

The governor of Kamchatka may demand the convocation of an extraordinary meeting of the Legislative Assembly, he is allowed to participate in his work with the right of an advisory vote, while he is obliged to coordinate the work of executive authorities.

Job History

The post of governor existed in Russia even before the October Revolution. After the collapse of the Soviet Union, it was simply restored. The post of military governor existed in this region. He was both the highest military and government official in the region, who simultaneously led the local government and troops.

The first military governor of Kamchatka is Zavoyko Vasily Stepanovich. This admiral, a participant in the Battle of Navarino, a famous circumnavigator, is considered one of the pioneers in the development of the Pacific coast.

Zavoyko became a military governor in 1850 at the suggestion of Count Nikolai Muravyov-Amursky. At that time, the Okhotsk school for navigators was transferred to Petropavlovsk, which Zavoyko invariably supported. With local funds, he promptly organized the construction of the Kamchadal and Aleui bots, as well as the Anadyr schooner and a 12-row boat.

He became acting governor at the age of 40, the city began to develop actively with him, the number of residents increased by almost five times over several years, several dozen buildings were erected, and port facilities were reconstructed.

In 1853, he was officially approved in his post. Then he showed his best qualities, showing himself as a wise strategist, fearless warrior and talented organizer. During the Crimean War, he led the selfless defense of Petropavlovsk-Kamchatsky.

He placed all trade under special bureaucratic supervision, paid attention to the development of agriculture, and it was on his initiative that agricultural exhibitions began to be held annually, which contributed to the development of this industry. He resigned as governor in 1855, having been appointed Chief of Naval Forces.

The post of governor in this region was introduced in 1991, as elsewhere in Russia. The first governor in the history of modern Russia in the Kamchatka Territory was Vladimir Biryukov. At first he was appointed head of administration, and in 1996 won the election. In 2000, he was replaced by Mikhail Mashkovtsev. In 2007, he was replaced by Alexei Kuzmitsky.

The current governor of Kamchatka, Ilyukhin Vladimir Ivanovich, was approved on this post on March 3, 2011. He comes from the Krasnoyarsk Territory, now he is 57 years old.

Graduate of the Institute of National Economy in Khabarovsk. From the beginning of the 90s he was engaged in business, headed various companies in Petropavlovsk-Kamchatsky, in 1999 he became director of the Kamchatka Exhibition Center.

In the 2000s, he went to work in the administration of the Kamchatka region. He headed the department of industry, entrepreneurship, energy and mineral resources, then he was a federal inspector for the Koryak Autonomous Okrug. In early 2008, he was appointed to a similar position in the Republic of Sakha (Yakutia). Since 2009, he became the chief federal inspector for the Kamchatka Territory, so he knew this region well.

In 2015, Ilyukhin filed a letter of resignation from the post of governor, was appointed acting until the next election.

The election of the governor of Kamchatka was held on September 13. Ilyukhin won a landslide victory, gaining 75.5% of the vote, the second place went to the deputy of the local Legislative Assembly Mikhail Smagin from the Communist Party of the Russian Federation with a score of 9.9%, the third place went to the deputy of the city council of Petropavlovsk-Kamchatsky Valery Kalashnikov, who represented the liberal-democratic party, its result was 8.1%.

Currently, Ilyukhin is still at his post. He is considered one of the richest heads of regions in Russia. For example, in 2011 declared income of 49.5 million rubles, being in fourth place in the ranking of incomes of regional leaders.

The post of first vice-governor of Kamchatka is currently held by Irina Leonidovna Untilova. She comes from Astrakhan, but received a higher education at a pedagogical institute in Kamchatka.

She began her career as a senior pioneer leader in the camp in 1976. Then she worked as a secretary of the Komsomol committee at the local pedagogical school, and she built her career precisely along the line of the Komsomol. Since 1988, she became deputy director at school No. 24 of Petropavlovsk-Kamchatsky, overseeing educational and extracurricular activities.

In 2005, she was appointed adviser to the head of the city, and in 2011 - deputy chairman of the regional government. She received the post of first vice-governor in October 2015. In his work, Untilova oversees the ministries of finance, territorial development, the domestic policy agency, and the housing inspectorate.

The current head of the Kamchatka Territory has two more vice-governors. One of them is Dmitry Latyshev. Originally from Khabarovsk, a graduate of the Institute of National Economy, like Ilyukhin.

In 1984, he began working as a car mechanic at the Kamchatavtotrans enterprise. Then he was a driver, treasurer of the audit department in the regional treasury department of the Khabarovsk Territory. Since 1995, he has been engaged in commerce, held leadership positions.

In 2001, he became an adviser to the deputy governor; from 2008 to 2013, he headed the representative office of the Kamchatka government in Moscow. Since 2014, he was the first vice-governor of the region, until this post was taken by Irina Untilova.
