Improving housing conditions … Is there at least one person in the world who would never want this? Finances allow someone to buy an apartment, build a beautiful new house, or at least make repairs. And to someone all this is not available. Many Russian citizens live literally “on their heads” with each other. There are frequent cases when four or more people live in a one-room apartment with an area of thirty square meters. Such families may well count on and hope for better housing conditions. Consider who is entitled to state assistance.

Persons who have neither their own nor social housing.

  2. Citizens who own property or rent it under a social contract of employment, if the total area per family member is less than the minimum limit set by the state (in different regions this number varies, the approximate threshold is 12-15 square meters per person).

  3. People living in a room that does not meet sanitary and hygienic standards and safety standards.

  4. Citizens living in the same room with a chronically ill person, if such a neighborhood can be dangerous to life and health, that is, contrary to sanitary standards.

All these categories of citizens can stand in line for improved housing conditions. But there are also people who have the right to receive social housing, bypassing the queue. These are orphans, seriously ill people with chronic diseases, living in emergency housing, which can become dangerous.

In order to register and in the future to be able to improve the conditions of your residence, you must provide a passport, extract from the house book, an apartment plan from BTI, financial account information, a document on registration of ownership or a certificate confirming its absence, medical documents if necessary. After a certain time, the commission will decide on the recognition or non-recognition of a citizen in need of housing.

The state provides assistance in various ways. So, there are programs to improve housing conditions. These include not only social housing rental, but also a number of others. For example, social mortgage, housing certificates, subsidies for improving housing conditions, buying a house not from commercial organizations, but from the city by installments. The program aimed at providing decent housing for young families, where the age of each spouse is not more than 35 years, is very popular. Also, everyone knows such a thing as “maternal capital”. One of the directions of its use can just be the improvement of the living conditions of families with two or more children. Money under this certificate can be spent on the purchase of an apartment or house, repayment of the principal amount of a loan or interest on a loan, participation in shared construction …

Unfortunately, it is simply not possible to provide housing for all those in need. The lines of waiting for improvement of living conditions stretch for years, despite the fact that the construction of new real estate is rapidly gaining momentum. Moreover, the number of people who need new housing is also growing rapidly every year.
