Service launch

"National control of the Republic of Tatarstan (Republic of Tatarstan)" began its work in April 2012. The service was conceived by the creators as a system of publications and notifications of citizens, as well as the subsequent reaction of the authorities of the republic, rural settlement, street, district or city to them.

The work of the "National Control RT" service is regulated by the following legislative acts:

  • Decree of the President of the Republic of Tatarstan No. 408 (2012) "On the information state system" People's Control ".
  • The very same work of the GIS of the Republic of Tatarstan "People's Control" is regulated both by this Decree and by Resolution of the Cabinet of Ministers of the Republic No. 676 (2012).

The main task of the "National Control of the Republic of Tatarstan" is to draw attention to the urgent problems of the population within the framework of a public resource. And also this is the creation of an effective mechanism for assessing the activity of the republican state authorities by Tatarstan people.

Reporting an exciting issue on the service is very simple. It is necessary to clearly, thoroughly and clearly state the essence of the issue, indicate the location, attach photographs of evidence. The purpose of the portal

Government services of the RT "People’s Control" allow not only to report a problem, but also to evaluate the quality of its solution by the authorities. Both the applicant and anyone registered on the portal can give a positive or negative rating. Based on them, the average score is set for the resolved issue. It is already quite easy to determine from it how well one agency or another works, the ministry, how much it works for the population.

In addition, each citizen registered on the GIS RT "People’s Control" can not only report a problem, but also support the message of another user in the case that worries him.

No need to think that this is a vain project that "does not solve anything." Since April 2013, control over the response to citizen notifications has been entrusted to the Office of the Commissioner for Human Rights in Tatarstan.

How to write a complaint to the "National Control RT"? Everything is simple - register on the portal of public services of the republic, go to the section "National Control". At the beginning of the article, we reported that for reporting a citizen about a problem on the public services service of the Republic of Tatarstan "People's Control" (Kazan and other cities of the republic), a monetary reward is due. And these are not empty words. Let's look specifically.

A guaranteed material payment in the region of 1-3 thousand rubles is due to all citizens of the Republic of Tatarstan. To get it, you must do the following:

  1. Register on the official portal of public services of the republic. If you have already registered, then just log in by entering your username and password. Registration itself is standard for an Internet user. You need to click on the "Register" button, indicate your mobile phone number. In the next window, the service will offer the rules for using the site. Check them out. If the rules do not cause you any complaints, then agree with them by checking the box. Without this, working with the portal is impossible. Next, the system will send a password in the form of SMS to your phone. To start using the portal, enter the login (your mobile number) and password (the same code that was delivered to SMS).
  2. Go to the public services section "People's Control".
  3. Leave a notice about the problem that worries you. Be sure to select a category. For example, "Violation of legislation in the field of production and sale of ethyl alcohol, alcohol-containing / alcoholic products in the territory of Tatarstan".

Reward Notices

You can file a complaint with the People’s Control of Tatarstan and receive material compensation for your indifference, leaving notifications in the following categories:

  • Violation of the rules of trade. This includes such problems: the sale of alcoholic beverages in the period from 22.00 to 10.00, the location of a trading company selling alcohol near children's, educational, educational institutions, the sale of alcohol without a license, the sale of alcohol in an unauthorized outlet, the sale of counterfeit alcoholic beverages, the sale of alcohol-containing liquids in such a way called "dual purpose".
  • Catering. Here you can complain about the following: the absence of a public catering company’s state license to sell alcoholic beverages, as well as the location of a public catering company selling alcohol-containing products in the territory adjacent to medical, educational and children's institutions.
  • Illegal production and / or trafficking of alcohol-containing, alcoholic drinks, ethyl alcohol. Violations in the category are as follows: unlicensed, artisanal production of alcohol in all kinds of garages, clandestine workshops, bottling, large-scale processing of alcohol-containing alcoholic beverages, smuggling (illegal transportation) of alcoholic products (including from abroad).

Officials, within their powers, must respond to citizens' statements, conduct a comprehensive audit of these locations. If the violation is established by them, then the State Alcohol Inspection of Tatarstan will pay a material compensation to the concerned citizen.

What problems do citizens turn to the “People’s Control” of Tatarstan, Kazan? Consider the most recent examples:

  • Stopping the supply of drinking water in the village.
  • Violation of environmental standards during the construction of a car market in Kazan.
  • Unauthorized spontaneous landfill in a vacant lot.
  • Lack of high-quality road infrastructure in the village.
  • Violation of the requirements of the Russian legislation for the maintenance of property in an apartment building.
  • Lack of street lighting.
  • Non-payment by the employer of relying on sick leave.
  • Frost, icicles on the roof of the children's educational center.
  • Violation of sanitary standards at the household waste storage site.
  • Delay by a limited liability company of wages to its employees.
  • Lack of necessary repair of entrances in a residential building.
  • Lack of the necessary traffic sign in conditions of poor visibility on the highway.
  • Deprivation of parental rights of single mothers.

Indicators for 2012

After three months of launching the service, the following results were summed up:

  • The number of appeals from citizens: 650. They were supported on the portal by another 8.2 thousand people.
  • The most common categories of notifications: the state of the road network, landfills, the organization of traffic in the republic, the improvement of the territory.
  • The vast majority of notifications on the portal are from Kazan residents.
  • In addition to the portal, a convenient mobile application was launched. And I must say, with the start of his work, the number of calls to the People’s Control service has increased significantly.

2016 indicators

In 2016, there were such indicators of the service:

  • Every day, the portal receives, on average, 120 messages from citizens.
  • In 2016, 43 thousand notifications from Tatarstan people were received. This is 46% more than last year.
  • Of the total, 74% of requests were successfully resolved.
  • 54 categories for notifications have been introduced. The most popular of them are landscaping, repair and maintenance of the road network, traffic management, utilities.
  • One of the residents of the republic received 54, 000 rubles for his reports of unauthorized points of sale of alcohol.
  • Another activist from Kazan left 1, 200 messages on the safety of the road solution on the portal. Moreover, 900 of them received a positive decision.
