Imagine a story: a parliamentarian “stole” a sandwich in a store, but then repented - he returned and paid. And after that he was completely ashamed, and withdrew his deputy powers. The story seems like a joke, but it really happened. True, if someone is already ready to speculate on the topic that, well, they say, “and we say that they have no conscience, ” then he can stop emotions, exhale and calm down.

Our sandwiches do not steal

This story is not about a Russian deputy. This is a story about a Slovenian deputy. Something is not heard about similar stories in Russian reality. On the other hand, there is some reason for pride, because (paraphrasing the well-known statements from the “Diamond Hand”), our deputies do not steal sandwiches.

How it was

Image

But back to the dashing Slovenian parliamentarian. According to him, and this, according to the BBC, is the deputy from the party “List of Marjan Sharets” Darius Krajcic, in one of the shops of Ljubljana he was offended by the fact that no one pays attention to him. Say, he stood for about three minutes with a sandwich in his hands at the counter, but three store employees simply ignored him, because they were busy with a fascinating, apparently, conversation. True, a familiar situation? In short, Krajcic could not stand it and decided to conduct a “social experiment”: he took it and simply left without paying for a sandwich, thus deciding to check the store’s security system. At least that’s what he said later on the air of one of the Slovenian television channels. “No one followed me, no one screamed, ” he said, suggesting that the blame for all was the employees' excessive hope for a video surveillance system that relaxes staff. But then Krajcic, as already mentioned, still returned and paid.

In Russia, other priorities

Let's talk, however, about Russian affairs. Our really sandwiches don't steal. This, you see, is somehow shallow. If we talk about Russian deputies, and even more about officials, some of them have fun in other ways. They can say something such that a good half of Russia will be outraged, they can "nice walk" with striptease or scuffle. And if we talk about these "pranks" in a corruption context, and the fight against corruption is now on the hearing, then such "some" will be not so few.

Last year only

Image

For example, in 2018, 6885 people were prosecuted in corruption cases in Russia, and 6123 cases of corruption were referred to the courts. If we consider corruption cases by fields of activity, then more often than not others under the suspicion of corruption crimes last year were employees of the Ministry of Internal Affairs - among those prosecuted 790 people. Local government officials - 502 people, military personnel - 495, and officials of state institutions and enterprises - 483 people are seriously represented. Also among those involved in such cases are 334 representatives of the Ministry of Justice, including 206 employees of the Federal Penitentiary Service and 115 police officers, representatives of education and science - 261 people, health workers - 178 people, 43 customs officers, 40 employees of the Ministry of Natural Resources, 33 employees from the Ministry of Emergencies, so many from the Ministry of Transport and the Ministry of Communications, 32 people from the Ministry of Labor, 26 employees of the Russian Guard, 25 from the Ministry of Agriculture, 18 from the Federal Tax Service. At least, such data, citing information from a representative of the Investigative Committee of Russia Svetlana Petrenko, was cited by Interfax at the end of last year. In total, in 2018, law enforcement officers recorded 25 thousand crimes related to corruption.

Other "pranks"

However, sometimes Russian officials and deputies do not associate themselves with outright criminality, but simply allow themselves to be "foolish". You open news feeds and what do you see? In the Orenburg region, officials who shot a video with a striptease were fired. In Altai, a district council deputy at a deputy corporate party was so bitten by fire water that after he beat two women and a teenager. In the Stavropol region, a judge of a district court was fired because of a video where a man looking like him is filming how a naked girl buys food at a gas station. In the Amur region, the mayor is in custody, who allegedly privatized the property of the health camp, as well as at a reduced price. And in the Kuban, a case was opened against the head of the district administration, who issued his mother-in-law permission to build a house on a site located on the territory of the cultural heritage site.

For some reason, I remembered the king from the “Ordinary Miracle” performed by Leonov: “Today I will revel. Fun, good-natured, with all sorts of harmless antics. Prepare the dishes, plates, I will beat all this. Remove the bread from the barn. I will set fire to the sheep. ”

Boneless tongue

And Russian officials like to talk. Separate, let's say, officials. Well, why not talk? The language is boneless. The media are already even creating selections of scandalous statements by officials or deputies. For example, they mention the former Minister of Labor of the Saratov Region Natalia Sokolova, who spoke out in the sense that it is quite possible to eat normally at a living wage, because "Macaroni always stand the same." Or, here, Olga Glatskikh, who, being the Director of the Department of Youth Policy of the Sverdlovsk Region, told this very youth that the state owed nothing to her (the youth), because she did not ask her parents to give birth to them. They also recall the words of Mikhail Balakin, deputy head of the state labor inspectorate for the same Sverdlovsk region, saying that people who have not been paid a month’s salary at enterprises in the bankruptcy stage can take a Zhiguli and temporarily work as taxi drivers. There, by the way, in the Sverdlovsk region, there are deputies who know how to speak out vividly.

Among those who became famous for their speech skills, they mention, for example, the deputy of the Legislative Assembly there, Ilya Gaffner, with his maxim that if there is not enough money, you need to think about health and eat less. They quote the Minister of Labor and Social Protection Maxim Topilin, who said that we have no pensioners in terms of formal signs, or the Commissioner for the Rights of Entrepreneurs Boris Titov, who said that “housing for young people is an antisocial program”.

Teach and educate

Image

Of course, officials and deputies can say that their vivid and offensive phrases for people were simply taken out of context by journalists or that they were not understood at all. But the fact remains: people are annoyed and angry, seeing in such words the authorities have rudeness, rudeness and neglect. And people are not so far from the truth. Because some experts believe that officials make such mistakes because of a banal lack of competence - they simply do not know how to express their thoughts correctly, and they need to be taught competent speech. And others are so divorced from life that they don’t see the actual people behind the statistics. Moreover, they treat people precisely with disdain, believing that the state takes care of the people day and night, and the people continue to whine and demand something. Such people are offered to be educated by examples of moral authority, such as Alexander Men, Dmitry Likhachev and Andrey Sakharov, for example. However, it seems that it is already too late to re-educate people in this status and at this age, and moral authorities often do not exist for them.
