The State Duma of the Russian Federation on Tuesday, February 19, in the final reading, adopted amendments to the Law "On the status of military personnel." The amendments, admittedly, are quite natural for a field of activity such as military service. But in the same way, it can be assumed that their adoption will serve as the beginning of a new transient discussion in the political field, as has often been the case in Russia recently. After interest in the topic fades away (and this will happen, with a high degree of probability, quickly enough), the amendments will be forgotten. So what did the Duma thinkers prescribe such a thing that could cause slight ripples in the mirror surface of Russian public life?

The essence of the amendments

Image

The new law prohibits, first of all, "military personnel and citizens called up for military training, to provide the media or via the Internet to disseminate information that allows them to determine their membership in the Armed Forces of the Russian Federation, other troops, military units and bodies." The same applies to information about colleagues and data on family members of military personnel. In addition, it is forbidden to carry household appliances when carrying out the service, in which it is possible to store or use them to distribute through the same Internet network “audio, photo, video and geolocation data”.

What's wrong?

Image

In fact, everything, in general, is so. And this will be discussed below. But a certain category of Russian citizens, who are usually called liberals (not in the economic sense, but in the sense of having ideas about the total priority of freedom and minimizing ideas about obligations), is likely to take the above-described legislative ban with hostility. In principle, in theory, one could agree with their unrestrained emancipation and an allergy to any restrictive measures. But we do not live in a beautiful utopia, not in theory, but in a rather tough world in which the most cruel manifestations of human nature are still relevant (no matter how anyone wants to see the opposite), and in order to survive in our Palestines, everything is the same as years, decades and centuries ago, limitations and cooperation are needed.

State Security

Image

It is unnecessary to say much that the new law is aimed at protecting state interests. It is clear that any information on activities within the framework of military service, from which information about military units, their command and control system, deployment, specific activities at a particular time will be gratefully received by specially trained people from the camp, as was customary to say in Soviet times, "Alleged adversary." In this sense, everything is still in the world.

Military security

However, new restrictions in the military sphere are also aimed at the security of the military themselves. The less outsiders know about the personal life of a soldier, about his family, about close relatives, about his interests and simple human weaknesses, the less likely it is that interested parties will try to influence him, which, among other things, may not only be special services of the same "Potential adversary", but also members of terrorist organizations. And it is still unknown what is worse.

And here are the gadgets

Image

But, it would seem, where does the gadget? Yes, despite the fact that technological progress, as we all know, does not stand still, rapidly surpassing the development of man himself in his development. Figuratively speaking, we are almost the same savages as millennia ago, but instead of the usual club in our hands, we have a nuclear club. We all know what geolocation is. Now imagine how easy it is, knowing a person’s belonging to a military unit, to track his movements with the determination of the location of the unit and the route of movement of its troops, drawing conclusions about where and what kind of tasks it currently performs. Say in Syria. Yes, if possible, just talk with a participant in some local conflict. And, perhaps, you will hear the story that, going “to the forefront”, military personnel not only pull out cards from smartphones and even antediluvian mobile phones, but also take out batteries. Just in case. And then, it happened, he just arrived somewhere, and there - once! - and flew in.

For example, Facebook

Image

Let's take the simplest example - using a gadget to work with Facebook. Everyone has already heard about a kind of total surveillance of their users, which is the brainchild of either Zuckerberg, or the American intelligence services. Experts have repeatedly provided data on the parameters by which the clientele of this social network is monitored. And this is really a total process that can easily frighten and panic a person prone to paranoia. We will not talk about such exotic things as tracking the movement of the cursor of a user's computer mouse. Take the metadata of photo and video information materials, contacts from the address book of your device, in some cases access to the history of SMS messages and the call log, information about users connected to you in one way or another. And this is only part of what the social networks in which we actually live can do.

Limitations - Voluntary

Image

The most interesting thing is that the possible hype, which, as mentioned above, can lightly ripple the mirror of Russian public life regarding restrictions on the military in the use of gadgets, is nothing at all. Just because, as all the same experts remind, similar restrictions have long been taking place in the field of military service and in the activities of power structures. It’s just that earlier this was formalized by specific orders of the leadership, and now everything is put on the reinforced concrete basis of the law. And this is not only in our “yard” of the world village. The same Pentagon a year ago forbade its military to use the geolocation functions in applications on various electronic gadgets.
