The second reason is snowfall
This primarily applies to village and suburban homes. In Russia, winters have always been very snowy. And it often happened that in the morning snow covered the entire exit from the hut.
If the door opened outward, tenants would have to wait until spring, when the natural blockage melts. Having opened the wings inward, it was easy to dig a passage in a snowy mountain and thus get out.

The third reason concerns apartment buildings, especially Khrushchev. During the construction race, stairwells were constructed extremely narrow so that there were as many apartments on the floor as possible.
As a result of this, setting the doors so that they open inward, the safety of neighbors was respected. The apartments were opposite each other, at a very close distance. And if the sash opened outward, there would be a danger of physical injuries passing by residents.
Emergency evacuation
The same consideration would apply in situations of natural disaster - floods or fires, which residents of high-rise buildings could suffer. An external door opening could barricade neighbors who are trying to panic out of the crash site. When the doors open on themselves, this situation can be avoided.
