In December 2011, Tyulpanov was elected a member of the Federation Council of the Federal Assembly of the Russian Federation from the Legislative Assembly of St. Petersburg. But at the same time he demanded to toughen the punishment for airborne bombers, telephone terrorists and ruffers.

In 2009, Vadim Albertovich became an active participant in the “Single Family” project, in the framework of which assistance was provided to orphanages, and families with foster children were supported. Tulipov was among those politicians who immediately and very actively welcomed the annexation of Crimea to Russia. He is a member of the board of trustees of the city of Kronstadt and the Cathedral of the Theodore Mother of God in St. Petersburg. In 2015, Vadim Albertovich was among the supporters of the bill on the creation of baby boxes in hospitals.

Accusations and incriminating evidence

Tulpanov Vadim Albertovich, whose biography is associated with political and social activities, often becomes the object of journalistic investigations and claims. In particular, he is accused of lobbying for changes to the St. Petersburg election law in 2009, which helped V. Matvienko take the post of governor.
