In December 2011, Tyulpanov was elected a member of the Federation Council of the Federal Assembly of the Russian Federation from the Legislative Assembly of St. Petersburg. In 2009, Vadim Albertovich became an active participant in the “Single Family” project, in the framework of which assistance was provided to orphanages, and families with foster children were supported. Tulipov was among those politicians who immediately and very actively welcomed the annexation of Crimea to Russia. He is a member of the board of trustees of the city of Kronstadt and the Cathedral of the Theodore Mother of God in St. Petersburg. Accusations and incriminating evidence

In particular, he is accused of lobbying for changes to the St. Petersburg election law in 2009, which helped V. Matvienko take the post of governor.
