Few Russian officials heard as many accusations as Biryukov Pyotr Pavlovich did. Almost all of his activities as deputy mayor of Moscow are connected with scandals. Unpleasant situations have arisen before, and they are associated not only with work, but also with school, family … Nevertheless, the mayor of the capital appreciates this person and even encourages him with awards.

Where was born and studied?

On July 12, 1951, Biryukov Peter Pavlovich was born. His biography began in a small village called Old Buzets, which is not far from the city of Zheleznogorsk, Kursk region. Who would have thought that a simple country guy would ever be so close to the “helm” of the Russian capital?

For quite a long time, nothing foreshadowed … Apparently, Peter didn’t go anywhere after school, so in the year 69, he was taken into the army.

Demobilized in the 71st, the guy stayed at a crossroads for several years, and then decided to go to the teacher, enrolling in the Kursk Pedagogical Institute. As a specialty for myself, I chose the teaching of mathematics. He graduated from high school in 1979.

Later, as an adult, Petr Biryukov received another diploma - this time the Kursk Polytechnic. Specialty - "civil engineer". It happened in 1986.

Carier start

Pyotr Pavlovich tried to follow the pedagogical path. He worked in a boarding school under the eight-year-old of the city of Troitsk as a teacher, he also tried teacher bread, and also proved to be an active trade union worker. But "tried" in this case - the key word. Because at school Pyotr Biryukov did not stay long.

In the late 70s, a young man came into the field of construction. The trusts "Mostransstroy" and "Glavmosstroy" became the first places of his work on this completely far from pedagogy path. First, Pyotr Pavlovich was a foreman, then he replaced the managing trust, performed the functions of chief engineer. And although Biryukov did not yet have a diploma allowing him to occupy such high positions, he worked on this and entered the Polytechnic University in 81st.

In the mid-eighties, Pyotr Pavlovich headed the Volgograd Repair and Construction Trust, having worked there until then as chief engineer. The first major troubles of the future deputy mayor of Moscow are associated with this enterprise. He almost got a prison term in a case involving the theft of building materials by a group of people. His colleagues sat down, and Pyotr Biryukov escaped with measures of public influence.

Prefecture

The nineties were marked for Peter Pavlovich by his transition from the field of construction to the world of officials. In 1991, Biryukov took the post of suprefect of one of the Moscow districts - Vykhino (Southeastern Administrative District). Five years later, he became the first deputy prefect of the Central District, and four years later he rose to the prefect - he had the Northern Administrative District at his disposal.

From 2002 to 2007, he occupied the ministerial chair in the Government of Moscow and at the same time headed the prefecture of South Admin. district of the capital.

A new round in his career: Petr Biryukov - Deputy Mayor of Moscow

Someone, reaching certain heights, stops, and someone continues to climb even higher. Biryukov belongs to the second category.

In 2007, he overcame the next stage of the career ladder. Residents of Russia learned from the media: Petr Pavlovich Biryukov became the first deputy mayor of the capital. The Moscow government received it in this role, thanks to the confidence of the head of the city, Yuri Mikhailovich Luzhkov. The duties of the former prefect included the management of the Moscow City Economy Complex.

In 2010, Moscow was led by another person - Sergei Semenovich Sobyanin. He did not begin to carry out personnel changes and also appointed his deputy on issues of housing and communal services and the improvement of Biryukov, who had already filled his hand. In 2013, Pyotr Pavlovich was reassigned to the same position and holds it to this day.

Accusations

How does Petr Pavlovich Biryukov work in his high posts? If you believe the numerous accusations in the media, then, to put it mildly, not very well.

Most of the charges are related to land plots, which, with the assistance of Biryukov, were allocated to one or another commercial structure. The first scandal of this kind erupted back when Peter Pavlovich was a perfect person - in 2003, when a plot was allocated for the construction of a shopping complex on the territory of the Brateevskaya Poyma natural complex.

And in 2005, the perfection orders to allocate a land plot on the territory of the Bitsevsky Forest, which is a natural-historical park, for the construction of a catering enterprise. The active citizenship of ordinary residents and the efforts of environmentalists then prevented these plans from being implemented.

In the same 2005, the scandalous case of Tsaritsyno began. A year earlier, the natural complex was transferred to the balance of Moscow, and large-scale events were launched under the leadership of Biryukov. As a result of them, several species of animals listed in the Red Book were destroyed, as well as huge areas of shrubbery and forest vegetation, water bodies, etc.

In the early 2010s, the deputy mayor allowed to fill the soil during the construction of the metro depot, which was carried out on the habitat of rare birds.

Journalists, and not only them, throughout the country have talked and continue to talk about the fact that in the person of a person named Biryukov Pyotr Pavlovich the Moscow government simply received an incompetent official who, with his pedagogical and construction education, undertakes something that he does not understand.

But what about the colleagues and leadership of the scandalous official? How do they evaluate his performance?

Yuri Luzhkov, who once placed high confidence in Biryukov and made him his deputy, is not enthusiastic about their cooperation. According to the ex-mayor, he had to do a lot of work for Peter Pavlovich. Luzhkov also hinted at some moral and ethical problems.

State Duma deputy Galina Khovanskaya, who is involved in housing and communal services in parliament, said that people's deputies have a number of questions for Biryukov. In particular, regarding the mass of fictitious HOAs created by him, which exist only documented.

Architectural historian Aleksey Klimenko, who is on the podium under the chief architect of the capital, claims that Petr Pavlovich more than once openly lobbied the interests of his family members, slowing down the allocation of land for objects until these objects became the property of relatives. There are a lot of negative reviews in the press, but positive reviews - just two, and a little.

Awards and titles

Nevertheless, Petr Pavlovich Biryukov, whose reception is littered with complaints, continues to remain in his chair.

And in 2011, he even received a high award from the hands of Mayor Sobyanin. This award was the distinction "For perfect service to the city of Moscow."

The head of the capital emphasizes that Biryukov’s contribution to the urban economy is weighty, his work is conscientious, and for many years now the official has served the benefit of people. The award order dates back to the fifth of July.

Other awards and titles of Biryukov:

  • Gratitude of the President of the Russian Federation;

  • “Honorary Builder of the Russian Federation”;

  • "Honorary Builder of Moscow";

  • “For Merit to the Fatherland” (order of the fourth degree);

  • "For merits in education and science";

  • “For assistance to the MFD of the Russian Federation”;

  • "For interaction with the FSB."

Interesting Facts

Biryukov is credited with one well-known non-literary phrase, the meaning of which is that in Russia it will never be the same as in Europe. It is believed that he expressed it in a rash when he found out that an outdoor cafe had opened near his house.

The house in which Biryukov lives (at the Patriarch's Ponds) belongs to his former deputy Yu. Bulanov, the prefect of the Southern District of the capital of Russia. Bulanov was arrested and charged with embezzlement of budget funds.

Thesis Scandal

Unfortunately, not only work on a post in the Moscow government involves “punctures” of an unfulfilled teacher. Pyotr Biryukov, whose photo is absolutely not amazing (the official has a low-key, modest, one might even say gray appearance), constantly turns out to be a defendant in high-profile cases. So, for example, in 2000, a scandal erupted in the field of science.

Pyotr Pavlovich, defending his doctoral dissertation, was accused of plagiarism, as well as the fact that his work is pure fiction, which does not contain a single gram of valuable scientific information.

By the way, the children of Biryukov, too, after some time defended their dissertations at the same university - the State University of Management.
