This time he went to the vote as a member of the United Russia party, and in the federal parliament he joined the faction. He also took an active part in the Duma committee on economic policy, tourism and entrepreneurship.

In the fifth convocation of the federal parliament, he received the post of deputy chairman of the Duma committee, which oversaw entrepreneurship and economic policy. Zubitsky was engaged in what he was well acquainted with and what he brilliantly understood.

The entrepreneur owned many large and medium-sized assets. Firstly, it is a limited liability company, UK Industrial and Metallurgical Combine, which included smaller enterprises located in the Kemerovo, Tula, Chelyabinsk and Sverdlovsk Regions, as well as in Slovenia.
