Baluta Igor Mironovich was the governor of the Kharkiv region from March 2014 to February 2015. However, soon in his place, President of Ukraine Petro Poroshenko appointed Igor Rainin, who from April to November 2014 held the post of first deputy chairman of the Kharkiv Regional Administration.

The former governor was born on July 9, 1970 in the Dzerzhinsky district of the city of Kharkov. The young guy, in addition to the main one, studied at an art school. Igor Mironovich eventually received two higher educations. The first is studying at the Kharkov Medical Institute specializing in pediatrics with the qualification of a pediatrician. And the second - already in the late 2000s, after a sharp change of activity from a medical to a bureaucrat, having studied at the Regional Institute of Public Administration of Kharkov under the President of Ukraine.

After training for 5 years, Baluta Igor Mironovich was an intern doctor, after which he served as a pediatrician-infectious disease specialist in the children's infectious diseases hospital in his native city. At the end of the 90s, he served at the Kharkov Research Institute as a junior employee in the laboratory of clinical immunology.

Private business

After some time, throughout the year Igor Baluta worked in Kharkov as director of the Fast Private Enterprise. And already from 2003 to 2005, he began to serve as the director of Kharkovderev CJSC, which was engaged in the manufacture of furniture, trade in electrical appliances and various household goods. As the director of the company, Baluta Igor Mironovich practically became the head of the family business, since the chairman of the board was his father - Miron Ivanovich Baluta.

Change of occupation

Igor Baluta took part in the Orange Revolution, being on Independence Square in the capital. He also supported the views of Arsen Avakov during his reign in the regional administration.

In mid-2005, Igor Baluta abruptly changed his type of activity and for 5 years held the position of head of the Main Directorate of Labor and Social Protection of the Population of the Kharkiv Regional State Administration. In 2010, he became a deputy of the regional council of Kharkov. And after 2 years, he ran for deputies in the 168th district from the Batkivshchyna OP.

In March 2014, by decree of the President of Ukraine, Igor Baluta headed the post of chairman of the HOGA. It was just at that time when the city was a kind of arena of confrontation, and participants in pro-Russian protests demanded the separation of the region from the country. Since February, assaults have been held, the purpose of which was the creation of the Kharkov People's Republic. In mid-spring, active participants in the protests seized the building of the Kharkiv Regional State Administration, which was returned the next day under the supervision of authorities with the help of special forces of the Ukrainian Interior Ministry "Jaguar."

On the 20th of June, the media reported that Igor Baluta met with the mayor of Donetsk Svyatogorsk to discuss the issue of the likely accession of the city to the territory of the Kharkiv region in connection with the armed conflict in the surrounding areas. However, a little later, the assistant to the governor announced that a Cabinet of Ministers decree was necessary for accession, but this would most likely not happen. For his part, Igor Mironovich commented on his trip as providing advisory and practical assistance to Svyatogorsk, and there could be no talk of any joining the field. At the end of the month, the governor said that since the beginning of April over 300 supporters of federalization were detained in the region. In mid-July, Igor Baluta planned to carry out the work of a lustration committee similar to the one created earlier in the capital.
