After graduating with honors, he remains a teacher at his native university, where he begins to show interest in the political sphere. Anatoly recommends a young specialist to work in the city meeting, where Gref meets the current president personally. This period was decisive for Herman, since from that moment on, taking off the career ladder promptly elevated him to the country's political arena.

During the perestroika period, German Gref headed the state development committee, where he was noted for absolutely accurate forecasts in the economic sphere. In 1998, he was appointed to the post of Minister of Finance. A year later, German was appointed to the post of head of the Center for Strategic Development, and after taking office of V.V. Putin, he was invited to work in the Government of the Russian Federation as the Minister of Trade and Economics. At this post, Herman worked until 2007. During this time, he introduced several reforms to the tax system, the country's energy system and was engaged in promoting WTO accession programs.
