Mikhail Anatolyevich was born on March 6, 1948 in Rostov-on-Don. Parents from an early age accustomed their son to science and discipline. Thanks to this, he managed to graduate from school with a silver medal, only not reaching the gold one. Having received secondary education, in 1967 he entered the Rostov Institute of Agricultural Engineering.

During his studies at the university, he acquired the skills of an engineer. He really liked this specialty. In an interview, Mikhail Chernyshev admitted that designing new mechanisms is one of the greatest pleasures in his life. In the period from 1972 to 1980, he worked as a design engineer at the Rostov Research Institute.

The first steps in politics

Chernyshev Mikhail Anatolyevich - a very responsible person. Therefore, it is not surprising that party workers eventually noticed him. In 1980, a young engineer was offered to head the October RK CPSU of Rostov-on-Don. Chernyshev readily agreed to this position, which subsequently changed his whole life.

In 1985, he was promoted to deputy chairman of the executive committee of the Proletarian District Council of People's Deputies. Here he first headed the organizational and instructor department, and then he headed the administration of the Proletarsky district. By the way, at the post of head Mikhail Chernyshev has established himself as a true leader, able to competently manage not only his subordinates, but also the whole district.

Mayor of Rostov-on-Don

After the change of power in 1991, Chernyshev managed to keep the reins in his hands. He remained the head of the Rostov administration. The people liked his policy, which was very important in those years. In addition, the appreciation of the townspeople helped him win the race for the mayor’s chair in 1994. Looking ahead, we note that the following elections will be equally successful: Mikhail Anatolyevich served as mayor of Rostov-on-Don until 2014, which was one of his greatest achievements.

For 19 years of reign, Chernyshev showed himself from different angles. Initially, his policy found a lot of positive reviews: the city was growing, and the economy was rising from its knees after the fall of the Soviet Union. Everyone was pleased with the head of Rostov, and thanks to this, he remained at the helm for such a long time.

However, over the years, the mayor’s fame began to slowly fade. The reason for this was the inability of Mikhail Chernyshev to adapt to the ongoing changes in life. In addition, many were disappointed that the mayor began to live, noticeably standing out against the general background. In particular, the fact that he built himself a huge mansion, although he is a civil servant.

Chernyshev Mikhail Anatolyevich managed his city quite skillfully. Under his leadership, Rostov-on-Don rose from the economic pit and acquired its current face. In addition, it was the mayor who initiated many bills aimed at improving the streets. That is, for most citizens, he became a real stronghold and example.

As for his political struggle, the mayor of Rostov-on-Don was able to put his opponents in their place. He did this solely with the help of words, never crossing the line of what is permitted. On the whole, he can be described as a sound politician, able to fight back if necessary.

The only unpleasant incident occurred with Mikhail Anatolyevich in October 2011. Then he was charged with illegally acquiring 5.6 hectares of land. However, a more thorough investigation led to the fact that the head of Rostov was acquitted, because in his actions there was no corpus delicti.
