Dmitry Kobylkin is a well-known Russian politician and statesman. Currently holds the post of governor of the Yamalo-Nenets Autonomous Okrug. He has been in this post since March 2010. Dmitry Kobylkin was born in Astrakhan in 1971. His parents were enviable specialists - geophysicists.

The future governor received higher education in Bashkiria. He graduated from the Oil Institute in Ufa. In his youth, he decided to follow in the footsteps of his parents, having received the working specialty of a mining geophysicist engineer.

Labor activity

Kobylkin’s first job was a geophysical association called the Shelf. It was engaged in development in the Krasnodar Territory. Dmitry Kobylkin worked directly in Gelendzhik.

In 1993 he was invited to the Yamalo-Nenets Autonomous Okrug. Since then, all of his further fate has been connected exclusively with this Russian region. He began as an engineer in the organization of the geophysical party in Tarasovka, in the management of geophysical works. He worked in this organization for about a year.

After another year he worked as a geologist in the Tarkosalinsky expedition. Engaged in oil and gas exploration. In 1996 he joined the Purneftegazgeologiya company. Devoted 5 years to this enterprise. He started as head of the personnel department, and later took the post of first deputy general director. In those same years, he was simultaneously a member of the board of directors at nine oil and gas enterprises and companies.

Since 2000, he was appointed to lead the exploration and subsequent development of the Khancheyskoye field. Oil and gas production was organized here. In May 2001, he received the position of Director General of the Hancheyneftegaz limited liability company, which was directly involved in these developments.

Political career

Dmitry Kobylkin began his administrative career in 2002. The head of the Purovsky district, located in the Yamalo-Nenets Autonomous Okrug, offered him the position of his deputy. Dmitry Kobylkin, whose photo by that time often appeared in the local media, took this post at 31.

He began to work in the administrative center of this region - the town of Tarko-Sale with a population of about 20 thousand people. The life of this settlement was well known to Kobylkin, since the city-forming enterprises were oil and gas companies. First of all, it is the country's largest gas condensate processing plant Novatek-Purovsky ZPK, as well as the Novatek-Tarkosaleneftegaz oil and gas company.

The economy of the entire Purovsky district was concentrated in this industry. It produces 80% of oil and 45% of the gas of the entire Yamalo-Nenets Autonomous Okrug. This corresponds to 38% of all gas and 7% of all oil produced throughout the country.

114 out of 175 deposits of this region, rich in natural resources and minerals, are located in the Purovsky district.

In the whole district, today it is one of the most dynamically developing areas. It is noteworthy that oil and gas are not only extracted here. Even while working in the Kobylkin administration, the first steps were taken to build factories and enterprises that will be engaged in processing on the spot. For example, in the near future, a promising project to use low-pressure gas to obtain cheap, by Russian standards, electricity can be implemented. Moreover, it will be possible to get it so much that the needs of not only the region itself, but also all neighboring areas will be covered.

Local residents who are not involved in the oil and gas industry are involved in animal breeding, fishing and reindeer husbandry. These areas of the economy are also extremely developed. One of Kobylkin’s proposals as deputy head of the Purovsky district was to support reindeer herders. In their herds today, about 30 thousand animals.

For the young politician, this area has become a good launching pad. Since it had good prospects for economic growth, there was where to turn around. Critics point out only one drawback. Due to the development of oil and gas fields, irreparable damage is caused to the nature of the Purovsky District annually.

Up the career ladder

In 2003, Dmitry Kobylkin, whose biography is now exclusively associated with politics and administrative work, receives additional higher education. The official becomes the holder of a diploma in state and municipal government. To do this, he graduates from the Institute of Professional Retraining. This institution works in the Sverdlovsk region at the Ural Academy of Public Administration.

In 2005, the head of Kobylkin in the Purovsky district goes on an increase. Anatoly Ostryagin receives the post of vice-governor of the Yamalo-Nenets Autonomous Okrug. Since August, the duties of the head of the district are performed by the hero of our article.

First election

On October 23, the election commission of the Yamal-Nenets Autonomous District calls for the election of the head of the Purovsky District municipality.

In the fight for this post, 5 candidates are announced. However, already at the stage of paperwork, self-nominated Alexei Glebov is refused. It is noteworthy that only one candidate representing a political party takes part in the vote. This is a member of the Liberal Democratic Party of Russia Viktor Ponomarenko. All the rest are self-nominated. Independently goes to the polls and Dmitry Kobylkin, whose photo on the eve of the vote could be seen in the Purovsky district at every turn.

As a result, two candidates (Oleg Bretin and Mikhail Gorshkov) gain a little more than two percent of the vote. The main rival - a member of the Liberal Democratic Party Ponomarenko - Kobylkin manages to win with a clear advantage. The Liberian Democrat - a little more than 16%, the Kobylkin - more than 77%. All in all, almost 13 thousand people cast their votes for him.

After such a convincing victory, Kobylkin as a politician was noticed. Soon he was included in the personnel reserve of the President of the Russian Federation as a promising and promising statesman.

As governor

In 2010, the governor of the Yamalo-Nenets Autonomous Okrug, Yuri Neyelov, who held this post since 1995, formally filed a resignation letter. In this position, he worked for a decade and a half. Neyelov petitioned the president of the country, at that time he was Dmitry Medvedev, so that he would not consider his candidacy for a fourth term. In the same year, Neyelov became a member of the Federation Council, representing the interests of the government of the Yamalo-Nenets Autonomous Okrug in this authority.

Shortly after these events, Dmitry Medvedev submitted to the regional legislative assembly the candidacy of Kobylkin for his appointment as head of the region.

An extraordinary meeting at which the further fate of the hero of our article was decided took place on March 3. At it, deputies unanimously supported Kobylkin. Two weeks later, a solemn inauguration ceremony was held in Salekhard, the capital of the region.

State Duma Elections

Shortly before this, Kobylkin became a member of the United Russia party. This allowed him in 2011 to head the party’s regional branch in the State Duma elections.

In the Yamal-Nenets Autonomous Okrug, 7 parties were listed. In addition to United Russia, these are the Communist Party, Fair Russia, the Liberal Democratic Party, the Patriots of Russia, Yabloko and Just Cause.

A competent election campaign was conducted by Dmitry Kobylkin. The governor of the Yamal-Nenets Autonomous Okrug enjoyed the support of the population, constantly appeared at public events, made suggestions and initiatives.

According to the results of the vote, the Patriots of Russia and Just Cause did not get 1% of the vote. Just 5% turned out to be in Just Russia and Yabloko. The third at the finish were the Communists, who received about 6.5% of the vote. LDPR very unexpectedly took the second place, about 13.5% voted for them. Such a twofold advantage of the liberal democrats over the closest persecutors, few could have imagined.

United Russia won a landslide victory, gaining 72%. The party Kobylkin in their ballots noted nearly 210 thousand voters. However, the governor was not going to work in the federal parliament. Therefore, he abandoned his mandate. He was transferred to Grigory Ledkov.

Work as head of the region

Kobylkin Dmitry Nikolaevich - the governor, who is regularly noted in various performance ratings of the heads of the Russian regions. At the end of 2014, the Civil Society Development Fund recognized him as one of the most effective leaders in the region throughout the country.

In 2015, Kobylkin resigned before going on a second term. He was appointed interim head of the region.

This time, the deputies of the Legislative Assembly were to choose the governor. Denis Sadovnikov from the LDPR and Anatoly Sak, who held the position of Commissioner for the Protection of Human Rights in the Yamalo-Nenets Autonomous Okrug, joined the fight for this post. Of the 22 parliamentarians, 21 voted for the hero of our article, one for Saka, Sadovnikov did not receive a single vote.
