Dmitry Ovsyannikov was born in 1977. He was born in Omsk. There he received primary education.

Back in the days of college, he began to work in various positions at industrial and production enterprises in the city of Tchaikovsky in the Perm Territory and in Izhevsk. The difficult situation in the country pushed him to start working independently, because 1993 was in the yard.

According to the results of the competition, Ovsyannikov Dmitry became one of his seven winners. As a reward, he was included in the state personnel reserve, and later appointed to the post of federal inspector in charge of the Kirov region. He took this position at 24 years old.

In 2007, he received his third higher education, graduating from the Federal Academy of Public Administration with a degree in jurisprudence. The Academy operates under the President of the Russian Federation.

After that, I decided to return to work in the industry, becoming a top manager. In the same 2007, Ovsyannikov took the post of deputy general director at the Chepetsk Mechanical Plant. He also served as the commercial director of the enterprise, which in form of ownership was an open joint-stock company.

In 2010, Ovsyannikov moved to Perm. There he becomes the deputy managing director at the engine factory, the hero of our article oversees the financial and economic flows of the enterprise.

In 2011, he again raises his level of education, graduating from the Higher School of Economics. This time, in the sphere of his interests turned out to be the management of reformed enterprises of the military-industrial complex.

Since 2013, he has been Deputy Director of the Department of the United Engine Corporation for Finance and Economics.

In 2014, Ovsyannikov was invited to work at the Ministry of Industry and Trade of the Russian Federation. He finds himself in the department of regional industrial policy.

He receives the post of deputy minister at the very end of 2015. In this status remains for seven months. As deputy minister, Ovsyannikov oversees a wide range of issues related to the implementation of state industrial policy in the regions. In particular, he pays special attention to the development of industrial production in certain parts of the country. First of all, in the Crimea, in Karelia, in the Far East, in the Kaliningrad region, in the North Caucasus republics, in the Arctic zone of Russia.

His interests also include the development of industrial infrastructure in the regions, which would be based in technology parks, modern industrial clusters, and industrial parks.

They credit him with the organization of well-functioning systemic interaction between Russian entities for the implementation of a unified industrial policy. Ovsyannikov becomes the initiator of the conclusion of agreements on cooperation and interaction in the field of trade between the ministry in which he works and all subjects of the Russian Federation without exception.

Important decisions are being developed on key issues of regional industrial policy on the basis of a coordinating council working under the Ministry of Industry and Trade. Ovsyannikov also takes part in the development and implementation of the Federal Practice program, which is designed to establish the work of local governors in the field of trade and industry.

During the work of the hero of our article, the Ministry developed “road maps” for realizing the industrial potential of the regions. This included the North Caucasus republics, Crimea, Saratov, Tula and Kaliningrad regions, the Far East. A separate concept was adopted for the development of industrial parks in the Crimean Federal District.

Many industrial development programs in the regions were given the opportunity to receive federal co-financing through a clear, previously developed mechanism. At the same time, a whole range of measures was implemented aimed at providing state support to compensate for part of the costs of creating infrastructure in industrial parks, which should become the basis for the development of industry in the regions. Increased attention was paid to the implementation of joint projects for the production of industrial products for import substitution.

It was possible to significantly facilitate the work on the ground thanks to the creation and launch of the Geographic Information System of industrial parks, industrial clusters and technology parks. There appeared and earned national standards governing the work of industrial and technology parks.

At the head of Sevastopol

In mid-2016, another sharp change occurred in the career of the hero of our article. By presidential decree, he was appointed interim governor of Sevastopol.

In September 2017, he participated in direct elections, in which 71% of voters received support. Since September 18, 2017 Dmitry Ovsyannikov is the Governor of Sevastopol.
