The problem of urban traffic today affects not only the capital. With eternal congestion and traffic jams, residents of other large cities of Russia are also struggling. The development of the community as a whole depends on the successful solution of this problem by local authorities. They are also trying to rationalize the road network in the city of Yaroslavl.

History of occurrence

The largest reconstruction in the region over the past decade is the Karabulinsky interchange project in Yaroslavl. The infrastructure facility scheme was developed back to the millennium anniversary of the city. The Karabulinsky interchange is an overpass connecting two districts. The estimate for the design work amounted to fifty billion rubles, and local authorities chose not to spend so much money on the reconstruction.

In addition to the denouement, the project included the construction of a third bridge across the Volga. True, this part has remained unrealized. At the time of development and implementation of the project, the government of Yaroslavl decided to save financial resources and, first of all, carry out renovation and construction work on Moskovsky Prospekt.

Revival plan

At the moment, the avenue is very congested, which is especially noticeable at rush hour. Six lanes can not cope with active movement. In order to get home (mainly to the Frunze district), people have to stand in traffic jams for an hour. In this regard, the project called Karabulinsky denouement received a new breath. The Department of Roads of Yaroslavl said that the amount for the implementation of the project has already been budgeted.

The Karabulinsky interchange plan was developed back in 2009. At the same time, budget estimates were prepared. By the time of the actual implementation of the project, all the papers, and the very idea, had become outdated. Building regulations have changed. But the construction of a flyover to normalize traffic in the city is still not enough, so officials had to order the development of a new project from architects.

Issue price

One of the main reasons why the Karabulinsky interchange project in Yaroslavl, the reconstruction scheme remained only on paper, was the cost. Initially, this large-scale construction was supposed to cost the city fifty billion rubles. With an annual budget of four and a half billion, this amount seemed simply cosmic.

Later, architects developed the possibility of crossing Moscow in two ways. The first is an elevated overpass, and the second is an underground tunnel. When developing the first option, all the work will cost the city twenty-four billion rubles, with the second - twenty-two.

Finance Search

It is quite difficult for the regional budget to pull out such a large-scale project as the Karabulinsky denouement. Yaroslavl decided to contact Rosavtodor with help and participate in the federal program. But the organization was forced to refuse due to the reduction of the fund. Most of the funds are now spent on the construction of a bridge across the Kerch Strait, which was another reason that the city authorities of Yaroslavl did not receive the necessary amount. Now, for the implementation of the reconstruction, the government is considering the possibility of a public-private partnership. Developers are in search of investors with favorable conditions.

According to the new plan, the construction of the flyover should take five years. The process is so long for a number of reasons, which are mainly related to the transfer of infrastructure facilities.

The problem with the third bridge across the Volga has not yet been considered. Officials decided that the overhaul of the Oktyabrsky Bridge and the good condition of Yubileiny put this issue in the background.

Goals and objectives

At the moment, the Karabulinsky interchange (Yaroslavl) needs a complete revision. The update plan reserved for itself funds in the budget of two hundred twenty million. In 2017-2018, large-scale construction should begin.

The entire construction of the interchange is divided into five stages - according to the components of the project. The roundabout will start from the bridge over Kotorosl, near Tolbukhin Avenue. With it, the reconstruction will begin. Following further, the driver will have to cross the railway lines - this is the second section. The next component of the interchange includes Moscow Avenue (third stage). The fourth section is Suzdal Avenue. The overpass ends with access to Frunze Avenue. This site is the object of the fifth, final stage.

Karabulinsky denouement will solve several problems, including:

  • the exclusion of transit flows through the historic city center;

  • reduction of congestion on Moscow Avenue;

  • decrease in traffic activity on Pervomaiskaya, Ushinskaya, Komsomolskaya and Bolshaya Oktyabrskaya streets.

Contractor Selection

The determination of the contractor took place on a competitive basis. The selection procedure was launched in April 2016. This is necessary in order to include the cost of the first stage in the budget for next year and to begin the actual implementation of the project. The Moscow-based GorKapStroy company won the competition.

The main issues on the agenda are:

  • the reality of the deployment of construction work in the area reserved for the flyover;

  • work with the owners of the sites along which the Karabulinsky interchange will take place.

Specialists from GorKapStroy considered that one hundred twenty-four residential buildings are located at the site of the first stage of the decoupling. They began to be investigated, but not all residents agree to let workers into their housing. For this, additional commissions are created, which include representatives from the Department of Architecture, the administration of Krasnoperekopsky District and law enforcement agencies. The latter are needed so that residents can be sure of the legitimate activities of the group and not run into scammers.

First step

An overpass should provide ring traffic around the city. At the first stage, work is planned on the site from the Tolobukhinsky bridge to Moscow Avenue. But there are no branches to Gagarin and Bolshaya Polyanka streets, so the primary work will not be particularly effective. The first steps have already been taken in the area of ​​the bus station.

However, reconstruction is hampered by the closure of two bridges across Kotorosl, one of which should generally become a pedestrian. Therefore, the project may ultimately turn out to be not so grandiose, although this cannot be said for its cost. The development of the plan cost two hundred twenty million rubles, and the actual implementation - twenty-four billion.

Residents fears

Not all residents are waiting for the moment when the Karabulinsky interchange (Yaroslavl) appears. The plan-scheme assumes that the construction of the flyover will be carried out where the private property of Yaroslavl is now located. In complex drawings, ordinary people did not understand anything, so there are many misunderstandings. Some live on suitcases for several years because they simply don’t know whether to move or not.

The new project turned out to be more compact than the old one, so some addresses were crossed out. To clarify information at specific addresses, it is better to contact the Department of Architecture. The commission that dealt with this issue was also to determine the amount of compensation for land and housing. But so far no numbers have been announced, since all information is still being processed. Specific amounts will be offered to people only at the stage of land acquisition. The city hall is already preparing for the fact that there will be many controversial issues that will subsequently be resolved in court.

Also, those residents whose homes will be in close proximity to the flyover are cautioned against building a new facility. Some are afraid that their housing will not withstand constant vibrations, others are worried about a spoiled crop. But experts managed to assure residents that preliminary examination will be carried out, including environmental.

The only thing that local authorities will not be able to fight is the view from the window at the roundabout and soundproof panels. But most residents of Yaroslavl understand that the city needs the new road, therefore they support reconstruction.
