One of the high-profile rallies took place in 2012 in Khamovniki. People opposed the illegal construction of the Don-Stroy apartment hotel Komsomolsky de Luxe. Thus, Maxim Evgenievich Blazhko VEB ("Vnesheconombank") transferred it.

In September 2009, another piece of news became known. A controlling stake in a subsidiary of Don-Stroy, LLC DS Development (engaged in both construction and commercial real estate management), together with the Nordstar Tower business complex (a high-rise office center on the border of the Northern and Central districts of the capital), built by Don-Stroy, inferior in height only to Moscow City) were transferred to Sberbank. The reason is the same - repayment of debt to a banking organization. A controlling stake was also handed over for a symbolic sum - "several hundred rubles."

In January 2010, news was announced about the restructuring of the debt of the construction company Maxim Blazhko to Sberbank. Its size amounted to 20 billion rubles. Eleven of them were repaid by transferring the Nordstar Tower business complex to the bank. Payment of the remaining 9 billion rubles by agreement was delayed. Thus, the debts of Maxim Blazhko were repaid.

Developer debts

After the transfer to the new owner of Don-Stroy-Invest, the affairs of M. E. Blazhko were never completely settled. In 2017, the entrepreneur tried to challenge the recovery of 1.7 billion rubles from him in favor of this structure. At the same time, the Russian Capital Bank has been demanding 500 million rubles since Maxim Blazhko himself.

The entrepreneur filed three appeals against the collection of 1.74 billion rubles from him in the Khoroshevsky court of Moscow. The plaintiffs here were Don-Stroy-Invest controlled groups - SK Don-Stroy and Beleran. The documents say that Blazhko received these funds (1.7 billion rubles) from these companies under loan agreements. But at the same time, the date of their conclusion, as well as the intended use of the loan, are not specified. Developer's lawyers are confused in their explanations: someone says that the entrepreneur did not receive the loan amount at all, and someone says that he was negotiating with the plaintiffs to resolve the problem.

In addition, in April 2017, another Don-Stroy-Invest controlled company, Asol LLC, appealed to the Khoroshevsky court of Moscow to recover 17.7 million rubles from the businessman. However, the claim was denied by the court due to the expiration of the limitation period. In response to the refusal, the same Don-Stroy-Invest groups (Asol, Beleran, SK Don-Stroy, Settlement Council Euroinvest) filed seven more lawsuits.

According to representatives of the groups, Blazhko’s financial obligations to them came back at a time when they were controlled by him (before the transfer of VEB). But this is not the only duty of a businessman. In 2014, Russian Capital Bank issued River Tower LLC (one of the developer’s structures) 1.7 billion rubles. The debt was not repaid on time. In 2017, the bank estimated the debt of Maxim Evgenievich to him at 2.3 billion rubles.
