The normative subsystem of the political system of society is a set of existing norms and rules of behavior, instruments of influence on decision-making and traditions of political domination. According to the basic principle, such norms and rules of conduct are adopted by all parties involved in political actions. Thus, all actors a priori agree with the approved “rules of the game, ” which in any conflict situations remain unchanged, and therefore are fixed in key legal acts: the constitution and constitutional laws. The revision of legitimate norms means a revolution - a rejection of the old and the adoption of new legal, ethical, cultural and religious standards of behavior.

During the period of its own reformatting, the normative subsystem of the political system ceases to fulfill its functions, namely:

  • Ensuring direct social communication between elements of the political system, institutions, social groups, the elite and individual citizens. It should be understood that any regulatory subsystem of the political system, although it has a religious and ethical foundation, is, however, a holistic and self-developing structure that actually defines the boundaries of the constructed political structure of society. It is on how the relationship between the sub-elements of the political system is established that its performance and prospects depend.

    For example, the gap between the values ​​of the elite and society, the self-government of institutions, the isolation of the latter from the will (expressed primarily in the elections) of citizens threatens to revise the approved regulatory rules and requirements. In the case when the normative subsystem of the political system works properly and without visible systemic failures, the political structure of society is distinguished by grace and utmost simplicity.

  • The functionality of the subsystem determines the principles of the existence of all elements of the political system, from the election procedure and the formation of the bureaucratic apparatus to the standardized rules of the life of political institutions. Uninterrupted operation means an entrenched political model. And vice versa - if the normative subsystem of the political system fails, then this means that the time has come to introduce certain adjustments into the dominant political structure of society.

  • The cultural-value subsystem, in turn, is responsible for the functionality of indirect factors that affect people's behavior. First of all, we are talking about historically developed moral and cultural values ​​that underlie legal norms and constitutional legislation. Separately, it is necessary to mention the norms of labor ethics; it is precisely its principles that determine the prospects for the economic and social development of society.

Thus, the elements of the normative subsystem of the political system are traditions, customs, normative rules and standards of behavior, as well as laws and other legal acts regulating the political activities of people and social communities. The construction of politics does not arise from scratch, it is rooted in the mentality of society. Therefore, it is not always the same political standards adopted by one community that can be transformed into a completely different society. The functionality of the system in this sense has always been historically plagued by several generations of citizens.
