The special economic zone "Dubna" is located in the suburbs. Its territory stretches on both sides of the Volga River. In fact, it is part of the science city of the same name. The special economic zone "Dubna" was created in accordance with the Decree of the Government of the Russian Federation in 2005. Its estimated validity period is 49 years. The area of the SEZ is about 188 hectares. Most of the territory is occupied by the so-called Russian Programming Center. Planned investments in the development of the zone - about 17 trillion rubles.
SEZ status in Russia
Special economic zones in the Russian Federation began to be created in 2005. The experience of the Republic of Korea and the United States of America was taken into account. The main tasks of creating the SEZ were to attract foreign investment and create new jobs. The global goal is to develop our own industry first. Over time, Russian goods must replace foreign imports, and then national producers must enter the foreign market. Attracting investments was carried out by facilitating taxation. According to Federal Law No. 116-ФЗ in the Russian Federation, the following SEZs are distinguished:
- Industrial production. They produce cars, spare parts for them, building materials, chemicals, household appliances. There are nine of them in Russia.
- Innovative. They are located in the largest educational centers. The creation of such SEZs is aimed at ensuring the symbiosis of business and science. Various electronics are produced here, including the most advanced. There are six of them. Among them is the special economic zone "Dubna".
- Tourist. Their location is due to climatic conditions. It organizes various types of business related to recreation. Today there are seven of them.
- Port They are located in the main transit hubs.

All SEZs located in the Moscow Region are considered effective. There are four of them. Therefore, the talk that the Dubna SEZ will be closed until they have no basis. Failures are recorded in the work of zones located in other regions. In June 2016, the President of the Russian Federation ordered to suspend the operation of inefficient SEZs.
The special economic zone "Dubna" of the technical-innovative type fully fulfills all the obligations assigned to it. She is extremely successful compared to others. Therefore, there are no obstacles to its further development. In the SEZ TVT "Dubna" has already been invested by the state in the amount of 8.343 million rubles. And this is only half of the planned funds. The volume of investments is planned at the level of 17.171 trillion rubles.
History of creation
The special economic zone of the technology-innovative type "Dubna" was created in 2005. A feature of this type of SEZ is the uniqueness of the products manufactured here. Dubna was created virtually from scratch. Ten years ago there was a wasteland on its territory. Now there is built all the necessary infrastructure for the comfortable operation of enterprises. A residential complex is under construction. In several houses, settlement has already begun. The volume of investments from residents of the SEZ has already exceeded 8 billion rubles.
The priority areas for Dubna are:
- Information and communication technology.
- Nuclear and nano-physics.
- Biomedical technology.
- Creation of composite materials.
- Design of technical systems.
Current situation
Currently, about 90 companies are residents of the Dubna SEZ. Thanks to registration here, they receive not only preferential taxation and convenient infrastructure, but also additional preferences. Among them:
- Apartments for leading experts.
- Free connection to the communications system and power supply.
- Fast data channels.
- Access to advanced equipment through the nanocenter.
- Duty-free import of materials and equipment for own consumption and other preferences inherent in the regimes of a free customs zone.
Leading companies
A significant part of the residents belong to the field of information and communication technologies. They are developing their own unique software products. There are also residents who are part of large holdings. In this case, research and development centers are located in the SEZ, and production is carried out outside it. Some residents are engaged in exclusively primary product development, and then sell their ideas to third-party companies. Among the large organizations that conduct production on the territory of Dubna:
- "Communication Engineering KB". This company is engaged in the production of printed circuit boards, both in large batches and small ones.
- "Prepreg-Dubna." This enterprise was built in less than a year. It plans to capture 10% of the global market for fabrics that are based on hydrocarbon fiber.
- "Promteh-Dubna." On-board cable networks are manufactured here. The company continues to expand.
- CJSC MPOTK Tekhnokomplekt. The company is a leader in the domestic industry in the field of DC systems.
The development of the SEZ is not yet complete. The plans of resident companies are really many. The state also seeks to invest additional money in infrastructure in order to shorten the period from the beginning of product development to the release of finished goods.
Special economic zone "Dubna": taxation
Payments to various extrabudgetary funds in this SEZ account for 14%. In Russia, this figure is 30%. For property and income taxes, tax holidays are established. Their term for new residents is 10 years. Profit tax at Dubna is 13.5%. This is 6.5% less than in the Russian Federation, which does not have a special status.
