Even the most competent leader sometimes needs to be helped to sort out a specific problem. Advisers to President Putin deal with a wide range of issues: from climate to the development of civil society and human rights. In total, there are now six full-time advisers and one volunteer in the presidential administration.

The post of presidential adviser appeared in 1991 in accordance with the order of Boris Yeltsin. The officials had to provide continuous assistance to the head of state in the development and implementation of the national development strategy and state policy in certain areas of activity. The number of advisers is determined by the Russian president.
Currently, there are six full-time advisers with Putin and one freelance, who are involved in:
- preparation for the head of state of analytical, informational and reference materials and recommendations on problems that are related to maintaining in accordance with the staffing table;
- ensuring the work of consultative and advisory bodies under the president in accordance with the instructions and tasks of him or the head of the Administration;
- fulfillment of some other instructions of the Russian president.
Who are they
In the new presidential administration, appointed in June 2018, Putin’s advisers have largely retained their posts. Two people were fired: German Klimenko (who was involved in the development of the Internet) and Sergey Grigorov (Colonel General, a specialist in the development of military equipment and equipment).
Famous economist Sergei Glazyev, Alexandra Levitskaya, Anton Kobyakov, Vladimir Tolstoy reassigned to the posts of advisers to Vladimir Putin. Mikhail Fedotov, who is the chairman of the Council for the Development of Civil Society and Human Rights, also retained his place. Also reassigned the only freelance employee Yumashev Valentine.
Edelgeriev Ruslan Sayd-Khusainovich, who previously worked as the head of the government of the Chechen Republic, has been appointed presidential adviser - special representative on climate issues. This is the only new face among his colleagues.
In an interview on the occasion of the new appointment, Edelgeriev said that Russia has many global climate issues, including problems with warming. The country is a member of many international agreements and organizations, including a party to the Paris and Kyoto agreements.
Oldest advisor
In June 2018, an order appeared on the president’s website to appoint Valentin Borisovich Yumashev, a volunteer adviser to Putin, who previously (in 1997-1998) led the administration of President Yeltsin.
As it turned out, Yumashev was in this responsible post for 18 years. This was reported by the Press Service of the Presidential Center Boris Yeltsin, of which he is a co-founder. The position is unique in its own way; nothing is said about it in the documents on the structure of the administration. It is not known whether he influenced the adoption of any serious decisions. It is likely that due to his status as an adviser to Putin and his longstanding acquaintance with the president, he is able to meet with him sometimes. In the modern system of Russian centralized power, such a lobbying resource can be very valuable.
Yumashev is married to Tatyana Dyachenko, the daughter of the first Russian president. In 2001, his daughter Polina (from her first marriage) married Oleg Deripaska, a Russian billionaire.
