Origin

The childhood of his father, Vladimir Pavlovich, fell on the post-war years. Being brought up in an incomplete family, he firmly decided to become a military man. He served in the Air Force, received a brilliant education. He had the title of Major General of Aviation. For 10 years, until 1996, he headed the VATU. The Achinsk school was later graduated by his son, Cyril Barabash. The Honored Officer, Vladimir Pavlovich has been awarded two orders and 18 medals on his track record. After dismissal from the ranks of the RA, he continued to work as a civilian, he headed the headquarters of the Ministry of Emergencies (Kaluga Region). Currently lives in Zhukovsky, is engaged in public work, maintains contacts with graduates of the aviation technical school.

Biography of Cyril Barabash: AVN

In the late 90s, the historian Yu. Mukhin created a public organization known as AVN. The Army of the People’s Will actively collaborated with the Union of Soviet Officers, where the political career of the hero of the article began. He was distinguished by two qualities: a high level of organization and a real oratory talent. He always expresses his thoughts clearly and very emotionally. The views of the AVN and its leader, Yuri Mukhin, coincided with the principled position of Barabash, who always expressed dissatisfaction with the leaders of the power ministries. The negative opinion of senior military officials turned into a condemnation of corruption in the upper echelons of power in general. One of his main convictions - statesmen do not at all serve the people, but their bank accounts.

The ideology of AVN was based on the creation of mechanisms for the formation of responsibility of those in power to the population. To this end, a referendum was being prepared on the adoption of amendments to the Constitution of the Russian Federation, where the norms of punishment of officials up to the highest measure were allowed. It was supposed to bring the number of organization members to 50 thousand in order to get 2 million signatures required for a large-scale referendum, but in 2011 the organization was banned for propaganda of extremism. Lieutenant Colonel Kirill Barabash, whose biography is devoted to this article, was already among the leaders of the AVN at that time. Together with all, he actively participated in pickets and rallies.

IGPR "Call"

Activists of a public organization did not abandon the idea; even 3 years before the closure of the AVN, they organized an initiative group whose goal was to hold a referendum (IGPR). The “For Responsible Elections” movement took part in the events on Bolotnaya Square, promoted its views, supported those political forces whose statutory documents contained clauses on the responsibility of officials and authorities to the people. They joined the boycott of the presidential election in 2011, after the candidate they supported, Boris Mironov, was denied registration. The reason for this decision was his pamphlet, recognized as extremist. In the summer of 2015, three activists - the former leader of the AVN and the editor of the banned Duel Yu. Mukhin, journalist A. Sokolov (RBC channel) and V. Parfyonov - were detained on charges of art. 282.2 of the Criminal Code. They were charged with creating an extremist organization. Kirill Barabash was initially considered a witness, but in December 2015, a search was made at his apartment, after which the officer also sat on the dock.

The prosecution was based on witness testimony, which allowed the investigation to charge the organization with extremist materials. The malicious intent of IGPR was not implemented due to the suppression of its activities by law enforcement agencies. The defense line was built on the fact that the initiative group is not the legal successor of the banned AVN. Human rights organizations saw a political component in the process. In their opinion, the defendants appeared in court for their political views. Cyril Barabash was recognized as a prisoner of conscience.

Sentence

Prior to the announcement of the court decision, the three accused were in jail. Yu. Mukhin for health reasons - under house arrest. The verdict by judge Krivoruchko (Tverskoy court in Moscow) was passed on August 10, 2017. There were about a hundred people in the courtroom, as many sympathizers were awaiting a decision by the building. On charges of extremist activity, three received various real terms. The journalist Sokolov, for whom the Commissioner for Human Rights requested, will serve a sentence of 3.5 years. K. Barabash and V. Parfyonov - according to 4. Mukhin was given a suspended sentence due to a state of health. The participant of the hostilities Kirill Barabash was deprived of his military rank by a court decision. All defendants filed an appeal to a higher court.
