In December 2015, in accordance with the presidential decree, a rearrangement was made among the top officials of the Ministry of Internal Affairs. Kiryanov Viktor Nikolaevich, formerly one of the deputy interior ministers, was removed from his post. Most analysts see this as a natural process of staff rotation.
Childhood and youth spent in Tikhvin
Viktor Nikolaevich was born on December 29, 1952 in Tikhvin, a small ancient city in the Leningrad Region. After graduating from high school, he went to work as a mechanic at one of the automobile enterprises of the city. Probably, it was here that the young man felt a craving for cars, which became for him a lifetime and a kind of his activity, and a hobby.
Having given his homeland the two years of military service in the ranks of her Armed Forces and demobilized in 1974, the future general Kiryanov got a job in the traffic police of the city of Tikhvin and, occupying a number of grassroots posts over the next few years, he studied at the Northwestern Correspondence Polytechnic Institute, which then successfully ends up.
Successful career start
With the receipt of a diploma of higher education, accordingly, the prospect of career growth for a young employee also appears. High ranks and state awards await him ahead, but for now they trust him with a new responsible work. He becomes the senior inspector of the inter-district group that took examinations for drivers of the Tikhvin and Boksitogorsky districts, and from 1989 to 1994 he headed the department of the Tikhvin city executive committee, which was involved in registration of vehicles and taking exams for drivers.
His energy and business acumen were appreciated, and in the next two years, Viktor Nikolayevich Kiryanov took a similar position, but already on the scale of the whole of St. Petersburg and the region, heading the corresponding department of the GAI GUVD. Having fully proved himself in this post, since 1996 he was appointed to the post of deputy head of the city traffic police department, and three years later - the head of the St. Petersburg and regional traffic police.
Moving to the capital
In 1999, Viktor Nikolayevich Kiryanov, in connection with the transition to more responsible work in the apparatus of the Main Directorate of the State Traffic Safety Inspectorate of the Russian Federation, moved to Moscow. Here in 2003 he was appointed to the position of Deputy Head of the General Security Service (FSS), and two years later he became the head of the Road Safety Department of the Ministry of Internal Affairs of Russia, as well as a member of the Presidium of the Russian Society of Auto Insurers.
RAF Presidential nomination
In the same year, another significant event took place in the life of Viktor Nikolaevich. As noted above, for him motor transport was not only a sphere of professional activity, but also a subject of hobby - what is usually called a hobby. Being an active member of the Russian Automobile Federation (RAF), in 2003 Kiryanov became its president instead of Nikolai Pugin who left this honorary post.
The media explained the change in leadership of the RAF by the disagreements that arose between this structure and the Russian Federation of Motor Sports and Tourism. The appointment of Kiryanov to such a high position largely served the reconciliation of the warring parties. According to numerous experts, at present both federations coexist peacefully, being members of the FIA.
Further career growth
In 2005, when the post of the head of the Traffic Department of the Ministry of Internal Affairs of the Russian Federation became vacant, no one was surprised at the fact that it was Viktor Nikolayevich Kiryanov who was appointed to the vacated seat. This position is extremely responsible, and it is clear that the choice fell on one of the most competent and executive employees. However, even with his experience, one often had to deal with serious and intractable problems.
The fight against violations of law within the department
At the beginning of 2007, a number of publications related to the illegal issuance of driver's licenses appeared in the press. They had an unusually wide response in society and became the reason for the press conference held on March 23. About what measures will be taken to combat this manifestation of lawlessness in the work of the Department, said its head Viktor Kiryanov. The Ministry of Internal Affairs, according to him, plans to conduct regular inspections to identify individuals who obtained rights through bribes.
In his speech, he promised to "seriously deal" with those who, using official powers, illegally enrich themselves, thereby jeopardizing the life and safety of traffic participants, as well as pedestrians. The future Deputy Minister of the Interior quite rightly noted that in this case, the blame equally falls on the employees of his apparatus and on those who use their illegal activities, since, by purchasing rights, they thereby commit the act provided for in the Criminal Code.
Specific rule of law measures
In April 2006, the Prosecutor General’s Office of the Russian Federation carried out a comprehensive audit of the traffic police. Bringing the results to the general public, representatives of the Prosecutor General’s Office reported the discovery of numerous facts of violation by the traffic police of existing legislation. Based on complaints from citizens, cases of bribery, extortion and other abuse of power were revealed.
At the level of senior management of the Ministry of Internal Affairs, measures were developed to eradicate the identified shortcomings, and the work on their implementation was personally led by Viktor Nikolayevich Kiryanov. At the beginning of next year, he told the press about the measures taken.
Kiryanov said that in view of the revealed violations of the law by the traffic police, over the past year 7, 000 employees were brought to administrative responsibility, while 70% of them were dismissed under the relevant article. In addition, the head of the security department noted that henceforth it is planned to take even tougher measures against bribe takers and crumbs.
One of the useful and necessary initiatives
A very characteristic initiative, with which Kiryanov came up in 2008, is interesting. He made a proposal to simplify the initial technical inspection of vehicles manufactured by domestic manufacturers. In his opinion, it would be advisable to allow manufacturers to attach certificates of technical inspection to vehicles that came off their conveyors.
This would greatly save buyers from unnecessary trouble. It should be noted that such a quite reasonable and promising proposal was actively opposed by foreign suppliers, who saw in it the creation of additional market advantages for Russian goods that run counter to the rules of international commerce.
Six-year road safety program
Throughout the period when Kiryanov headed the traffic police apparatus, the main focus of his work was to ensure safety. On his initiative, a widely publicized program was implemented, the aim of which was to reduce the accident rate on the country's roads. The activities, the implementation of which was planned under this program, were calculated for the period 2006-2012. Fifty-two billion rubles were allocated from the federal budget for its implementation.
