Such a concept as non-governmental organizations first appeared in the middle of the twentieth century, when, after the end of World War II, the old world underwent significant changes, and the newly-formed United Nations affirmed its basic principles and principles. In 1968, at a regular meeting of the UN General Assembly, a regulation was adopted governing the activities of such organizations, and a definition was given to this concept. In accordance with this, non-governmental international organizations are any world-class organizational structures that are created outside of an intergovernmental agreement and are not engaged in profit-making. In addition, such an organization must have consultative status, be recognized by a number of states, receive funds from more than one country, and be created on the basis of a constituent act.

The first organizations of this type consisted mainly of religious institutions that attracted young people from around the world, proclaiming the basic principles of love and brotherhood for all of humanity. In addition, enlightenment-type non-governmental organizations received a great development, which served as the beginning of the international activity of higher educational institutions. Amid the tensions of the post-war period and the height of the Cold War, pacifist associations began to form, which fought for world peace and sought legal prohibition of any military operations.

Among the many social entities, one can distinguish such well-known organizations as the International Committee of the Red Cross (ICRC), the International Law Association, the International Criminal Law Association, the International Institute for Humanitarian Law and many others. Non-governmental organizations have a fairly significant status, because in order to obtain this status, any association must prove its practical usefulness in exerting a positive influence on other countries, since only in this case it will receive worldwide recognition.

Today in the world there are over 8 thousand organizations of international level that have a significant impact on both the economic development of states and the socio-spiritual development of the population throughout the world. Every year they gain more and more popularity, being considered as spokesmen of public opinion and contributing to the improvement of civic consciousness of society. In modern Russia there are also similar organizations that have a great influence not only on society, but also on the state itself. The fact is that many non-governmental organizations in Russia lobby their interests through certain persons who sit in the State Duma, as a result of which the state apparatus itself is indirectly affected. Among such public structures in Russia, Solidarity, Strategy 31, New Eurasia and so on should be highlighted. In total, in our country there are over 550 thousand public associations where non-governmental organizations are engaged in their activities. However, everything is not so simple, since many of them work undercover and are covertly funded by the US state departments. It is for this reason that scandals periodically arise in Russia over the accusation of a particular program that is being carried out by a non-governmental organization in secretly lobbying for the interests of an overseas power. Many of these allegations are simply impossible to prove, so the truth can be found only by circumstantial evidence and evidence.

In conclusion, it should be noted that many non-governmental organizations of an international level have a beneficial effect on the historical course of events, since they bring to our society the ideals of decency, mutual respect, respect for human rights and civil liberties.
