The authorities decided to perpetuate the estate, the people who were involved in the construction of this city. Two architects were engaged in designing the monument at once: S. Mikhailov and N. Sokolov, as well as sculptors L. Aristov, M. Tskhadadze and A. Ivanov.

The sculpture has very impressive characteristics. It consists of bronze weighing 40 tons and a height of about 15 meters. It is divided into the exposition and the pedestal on which it is located. The monument was cast very far from Surgut, at the foundry of St. Petersburg.
