In Russia, the dashing 90s are known even to the most unenlightened. Those times passed on the fates of many residents of our country, forever changing them. The arbitrariness and power structures of the country did not go around, letting through senior officials. Lawlessness is the perfect definition of the 1990s. Few took up resistance to robbery and lawlessness, risking their own lives. Among them was Yuri Skuratov, who served as Prosecutor General of the Russian Federation since 1995.
Biography
Yuri Ilyich was born on June 3, 1953. Yuri Skuratov, whose biography begins in Ulan-Ude, went to school in his hometown and graduated from it in 1968. Then there were the student years in Sverdlovsk, where the young man studied at the institute as a lawyer. Five years later he graduated, but decided to continue his studies in graduate school. Soon he defended his thesis.
Then he served in the Russian army for two years; Yuri Skuratov served in the special battalion of the internal troops. After demobilization, he returned to the university, where he had authority. Here he began to teach, and also became an assistant professor and dean of the faculty. Very soon, Yuri Skuratov became a professor, defending his thesis. It is noteworthy that Yuri Ilyich was the youngest doctor of law in the USSR.
Moving to Moscow
Yuri Skuratov, whose book will later shed light on the lawlessness of the 90s, was obliged to break through to higher posts. Already in 1989, Yuri Ilyich was noticed by the apparatus of the Central Committee of the CPSU, where he took the position of consultant, lecturer and deputy director of the department. Skuratov quickly began to climb the career ladder. In 1993, a competition was announced for the post of director of the research institute, which was designed to deal with the problems of law and order and law. Most likely, Skuratov had the most chances to take a position. He worked hard at the research institute until 1995, after which he was transferred to the post of Prosecutor General of the Russian Federation.
Attorney General
Yuri Skuratov was remembered by his colleagues who worked with him in those years as a competent and confident specialist. At first, it was not easy for him. Yuri Ilyich was perfectly savvy in theoretical terms, but he worked little with the practical part. Nevertheless, the young prosecutor quickly learned and got used to a new job.
Yuri Skuratov paid special attention to prosecutors who had a hard time in the 90s. Today it’s a sin for investigators and prosecutors to complain about wages, and at that time Skuratov helped them somehow to stay afloat. However, this situation cannot be called unique. Something similar often happened in other countries that had to cope with the economic or political crisis. During such periods, senior officials provided their employees with normal salaries, and families with insurance so that they would not begin to look for other ways to make a profit.
Another result of Skuratov’s work was the Law on the Prosecutor, which was aimed at eliminating the arbitrariness of state power against the employees of the prosecutor and himself.
Dashing 90s
The 90s of the last century firmly entered the history of our country. The period is often referred to as "dashing" and has a characteristic specificity. At that time, it was not new to see non-compliance with the law, violation of law and order, and so on. Moreover, arbitrariness occurred in leadership positions. Yuri Skuratov also stood in the few employees who showed integrity and did not break the law. The author’s books, which the former Prosecutor General is famous for, describe the situation in the country in some detail.
It was Skuratov who initiated many investigations about corruption in various leading organizations. His integrity was encouraged by other special services that participated in the investigations.
High-profile investigations and conflicts
However, the principle of Skuratov was not to everyone's taste. She became the cause of conflicts with the inner circle of the president of the country. In all its glory, the confrontation did not open until 1998, until there was a collapse of the GKO pyramid, which was heard at that time. The collapse gave rise to a serious economic crisis.
Yuri Skuratov led a large-scale investigation, the purpose of which was to identify high-ranking officials whose names were involved in fraud with T-bills. A huge number of employees who in those years were in power in the country fell under suspicion.
Skuratov is known for another criminal case, which has not been forgotten so far. The prosecutor ordered a criminal case to be launched, the reason for which was the laundering of large sums by officials through banks in Switzerland. Many newspapers and broadcasts reported that officials from Russia received money from companies that were about to begin the restoration of the Kremlin.
Compromising and further activities
In March 1999, one of the TV channels showed material on which Yuri Skuratov became intimate with 2 girls. A month later, the prosecutor was suspended for the duration of the investigation. Despite the fact that the act could not be called criminal, a case was instituted. It indicated that intimate services acted as a bribe. Yuri Ilyich stated that the record was a fake. There were reasons for that. The quality of the recording left much to be desired, and they could not prove that it was Skuratov on it. A year later, despite the lack of proof of guilt, Yuri Skuratov resigned.
After resigning, she runs for president, but is expected to lose the election. Few wanted to vote for the hero, the recordings of which were still on television. In 2001, Skuratov became a member of the Federation Council. It was not possible to build a career in this post either; the dirt again becomes the fault of everything. He made another attempt to break into the governing structures in 2003, but again the policy was waiting for failure.
Today, Yuri Skuratov is a member of the Central Committee of the CPSU, heads the department at the Russian State Social University, and is also the head of a number of legal structures.
