The Tula Regional Philharmonic is currently located in the historical center of the city, in a beautiful building, which is a monument of architecture of the twentieth century. It was built according to the plan of the famous Russian architect I. A. Ivanov-Shits. When creating the project, he combined two styles at once: neoclassicism and modern. Initially, the building was built for the local noble club. Due to the fact that a stage was erected in one of the halls, the club began to be used for theater productions in 1918, and in 1925 it was officially transferred to the Tula Drama Theater. Later, in the 70s, the Philharmonic Society settled here, which before that was located in the local concert bureau.

In this position, Mikhailovsky worked for forty years, he devoted his whole life to ensuring that the Tula Philharmonic Society flourished, became famous throughout the country. All Soviet celebrities considered it an honor to perform on her stage. As a talented leader, Joseph Alexandrovich was repeatedly tried to transfer to Moscow, but he rejected tempting offers to move to the capital and remained faithful to his native city.

Thanks to significant achievements and the huge contribution of I.A. Mikhailovsky to the development of the Tula Philharmonic, since 2000 she bears his name.
