Due to the complex circumstances that are taking shape in the world, mobilization issues are gaining more and more popularity. In particular, many questions most often arise in men who are in stock, and in people of draft age. In particular, many are interested in the mobilization order. What it is? To whom and for what purpose is issued?

General concept of mobilization prescription

Due to their ignorance, many Russians start to panic and heap up thematic forums, friends and acquaintances with questions when they receive a mobilization order. Mostly their panic is associated with the hostilities that are currently taking place in a neighboring country - Ukraine. Adds oil to the fire of the press, social networks and other "well-wishers." For example, residents of the Cherepovets district and Cherepovets, who received such notifications, have recently become victims of panic. So, the mobilization prescription: what is it?

This concept is in no way connected with the political and military crisis in Ukraine. According to the commissar of Cherepovets V. Tolstikov, the distribution of such notifications is the daily work of the military commissariats. Most often, it is associated with a planned “audit” of male citizens. This is a kind of collection of information about existing reservists, since many of them have already reached retirement age and should be excluded from the lists of military enlistment offices.

A mobilization order (what it looks like, you can see in the photo) is a kind of document issued to all military-obliged citizens of the Russian Federation. Its issuance suggests that the reservist falls into a certain virtual team, which is formed as soon as possible in the event of the announcement of universal mobilization in our country.

Why not panic after receiving a mobilization order?

When you receive this notification, you should not panic. A mobilization order on a military card does not mean at all that the person who received it will necessarily be drafted into the armed forces of the country. On the contrary, it is precisely such people who will help compile the most relevant list of military-liable citizens and weed out persons unfit for service. Military enlistment offices should know how many people they have in reserve, how many have retired, and the number of citizens of draft age.

In addition to draft in the army, the main tasks of the military commissariats are: implementation and preparation for activities to mobilize human and technical resources.

Mobilization order: to whom is it issued?

Such a notice is issued to liable citizens who were previously included in the relevant lists of city or regional military registration and enlistment offices at the place of registration. We remind you that males and females (mainly medical and military professions) from the age of 17, enrolled in the reserve (up to 45-60 years) or who are registered with military service, are military-liable citizens. In the passport of such people, as a rule, the stamp “liable for military service” is put.

What does a mobilization order for military servicemen look like?

Those who have a mobilization order or have ever received one know that it looks like a tear-off color insert. Most often it is red or light purple. It contains the following data:

  • Name and address of military registration;

  • year of birth;

  • date of delivery of the notice;

  • grounds for obtaining a prescription (for example, based on a decision of the draft committee on mobilization Protocol No. 1 of 08.16.13);

  • military rank of a military officer (for example, corporal);

  • code and job title;

  • VUS number;

  • name and number of the team (to which the military is assigned);

  • duties of the person called to fees;

  • address of proposed fees;

  • a list of documents that citizens with mobilization requirements must have with them when they turn up;

  • signatures of responsible persons and date.

How can I get a mobilization order?

You can get an order directly at the military enlistment office, for example, after a phone call. There you can learn in detail about the mobilization order (what it is and how it differs from the summons to the army). You can also be given a notice of fees in your own apartment or house if representatives of the military enlistment office have personally visited you. And also in the personnel department at the place of work.

Typically, this notice is attached or pasted into the military ID card. In the first case, a notice of handed notification is entered on the military ID. In the second - the prescription is simply pasted without making a mark. But what does the mobilization prescription mean for the person who received it?

What should people who receive a mobilization order do?

In case of mobilization announced in the country, they are obliged to arrive at the place indicated in the notification within a strictly agreed period. Moreover, their call occurs within the framework of the legislation of the Russian Federation and provides for the arrival of a person liable for military service at the destination without a preliminary agenda. That is why those people who have a mobilization order in military ID should be ready. But worry in advance is not worth it.

What threatens to receive a mobilization order?

This question excites many most. Due to their ignorance, many military servicemen not only never saw the mobilization order (this notice looks like you can see the photo), but they often confuse it with the agenda. The precept, unlike the summons, does not force the military person to appear for military service on the same day. On the contrary, this document informs citizens of draft age and those who are in stock about their possible appeal if mobilization is announced in Russia. Therefore, often the order remains glued or embedded in the military ID paper, and the military continues to study, work and live his life further.

What could threaten the military if you fail to appear in the military enlistment office?

As we said earlier, receiving a mobilization order occurs most often at military registration and enlistment offices (where a military person arrives after a call or mail notification). Failure to appear at the military commissariat, in turn, faces an administrative fine in the amount of from 100 to 500 rubles.

But even a failure to appear at the military registration and enlistment office will not save you from serving a notice. You can get it even at work. In addition, each failure to appear by notification threatens to increase the fine, for example, 5 times you ignored the call to arrive at the right place, therefore your penalty will increase by 5 times.

What is the danger of failure to comply with a mobilization order?

Anyone who has a mobilization order is obliged to arrive at their destination if a mobilization is announced on the basis of the federal law “On mobilization training and mobilization in the Russian Federation” of February 26, 1997, section 3 (Articles 9-10). In case of failure to appear (when a mobilization is announced in the country), a person liable for military service faces criminal liability.

What fines are provided for employees of military enlistment offices and other organizations?

In addition to the persons liable for military service themselves, military registration and enlistment offices themselves and citizens who are responsible for the implementation of military registration may bear administrative responsibility. For example, deliberate non-notification or untimely notification of persons liable for military service to call them on the agenda is fraught with a fine in the amount of 500 to 1000 rubles.

Late submission of lists of persons liable for military service, as well as non-introduction of changes to the documentation (for example, regarding persons who have changed their place of residence) faces an administrative fine ranging from 300 to 1, 000 rubles.

The deliberate destruction of the documentation and lists necessary for the full conduct of military records threatens with a fine from 100 to 500 rubles.

Who can be exempted from military training?

It is not enough to know what the mobilization order means (what it is, we said earlier), we should remember the rules of military training. So, for example, the following citizens can be exempted from them:

  • female persons who do not have military professions;

  • booked by government agencies and local councils during mobilization (including wartime);

  • employees of fire services, police, Ministry of Emergencies;

  • civilians serving in the armed forces, military explosives, state fire services and other organizations of a defensive nature;

  • leaders of the highest executive bodies of the Russian Federation;

  • Persons with two or more minor children;

  • people who do not live at the time of conscription in the territory of the Russian Federation, etc.
