In the Kemerovo region, in the village of Sergeevka, in the far Yaya district, in April 1948 a prominent economist and politician was born, who devoted many years to the Far East - Ishaev Viktor Ivanovich. He succeeded in a career: as the head of the administration, that is, the governor of the Khabarovsk Territory, he rose to the post of plenipotentiary of the President of the Russian Federation, was the Minister for Development of the Far Eastern Region.
Achievement list
From the nineties he worked on dissertations and became a candidate, and then a doctor of economic sciences, professor, corresponding member of the RAS, academician of the RAS. Of the convinced members of the CPSU, he joined the ranks of United Russia in 2003. It must be admitted that the predatory policy of the post-Soviet era was constantly and loudly subjected to fierce criticism from his side, however, Viktor Ivanovich Ishaev managed to integrate himself into this difficult time by tying working moments with criminal structures.
The path to power was quite long and severe. In 1964, at the age of sixteen, Viktor Ivanovich Ishaev began his career as a ship-collector at the Khabarovsk shipyard and from there in 1971 he was drafted into the Armed Forces of the USSR. The fixed-term service ended in 1973, and he returned to his factory as a welder. Only six years later he graduated from high school, and it was a huge job. Ishaev Viktor Ivanovich managed to combine work at the plant and sessions at the Novosibirsk Institute of Water Transport.
Engineer
Immediately after graduation, the career went uphill. But Viktor Ivanovich Ishaev, whose biography reflects a long and difficult journey from a simple worker to a minister, did not abandon his beloved Khabarovsk and his native plant. In 1979, he was appointed to the planning and dispatch department - the first managerial position. And until 1988 another path was passed, hardly easier than the previous one: the head of the logistics department, then the deputy chief engineer, from where he was already transferred as deputy director of the same Shipbuilding Plant in Khabarovsk.
And then shipbuilding had to be abandoned, although the soul must have stayed there: being in any high position, I always really supported the domestic shipbuilding Viktor Ishaev. Photos of different years vividly demonstrate the joy that he experienced from any positive progress in this area. And, of course, vice versa. Much depressing. So, in 1988, Ishaev became the director, but not of a shipbuilding, but of an aluminum construction plant in Khabarovsk.
Into power
In 1990, Ishaev became a deputy of the City Council in Khabarovsk and the first deputy chairman of the executive committee in the regional Council - the head of GlavPEU (economic planning department). He worked so that in 1991 he was elected governor of the Khabarovsk Territory. And he remained in this post until 2009 - a huge period. And the reviews about the quality of his work are very controversial - from enthusiastic to derogatory. However, even just to stay at such a post is all this difficult, to put it mildly, time - it is worth a lot. The work has been done tremendously. What means were used to achieve the goals is not a question for this article, but, possibly, for a criminal one.
Specialists should understand such issues - are the methods of doing business that Ishaev Viktor Ivanovich applied clean enough. Where is he now? In 2013, after Ishayev was dismissed by Vladimir Putin from his governorship, he has the rank of Vice President of Rosneft and coordinates the projects of this giant, which is fundamental in the Russian economy, in his beloved Far East. That's the whole answer to the question of what Viktor Ishayev is doing, where he is now. No, not on the bunks. Not at all.
Doubtful reputation?
And what was to be done - time was such a gangster one. Someone had to work for the benefit of their own family, subservient to the region, the whole country. Otherwise, nothing would have worked out, most likely. The criminal environment and organized crime are ties that do not adorn, of course, the governor of such a huge and complex district as the Far East.
You can try to find in today's government a person who does not have dark spots in his biography, but these attempts are unlikely to succeed. Licenses for the right of subsoil use, issued not according to all the rules, after all, can also be explained.
Accusations
When the young reformers carried out privatization, against which Ishaev objected loudly, when the factories and plants closed - they were forced to close - the Far East had only one thing to do to not starve to death - to mine gold. And not only him, but also platinum, and coal, and rare earth metals. Yes, there is much there, in the depths of the Far East.
Of the thousands and thousands of such documents, 26 (twenty-six!) Licenses were issued to some “left-wing” people, which is why the governor was blamed for some reason. One of the state cuts for two hundred million dollars handed over to the miners' artels (estimate during intelligence). Directly do it yourself. Personally. Funny, right. Especially if you look back at the times of the nineties and look around region after region carefully. Where, interestingly, this did not happen?
Presidential Plenipotentiary
Yes, Ishayev Viktor Ivanovich was under investigation. Since he took it, he really took literally everything in his region: politics and power, business and the media, even all the criminal structures worked for him - the governor and the minister. Deputies in the State Duma from the Far East lobbied for what was beneficial to the region. But at its regional level, something in those days without thieves in law could not be solved. The fight against corruption - these were just words, and now everyone understands this. Things started just recently, and the result is a change of governor.
However, Ishayev Viktor Ivanovich did not stay under house arrest for a very long time. Understood, then. The Yeltsin elite was given a sign: for all kinds of official crimes they will now be punished. But the entire, absolutely entire ruling class was formed under Yeltsin. Will they be able to behave differently now? In order not to pursue purely personal goals, but to work for the good of the state? Judging by the track record, Ishayev Viktor Ivanovich will be able to.
Good for the country
Ishayev Viktor Ivanovich, whose family was also dear and was constantly under threat, fell into a very difficult situation. It was necessary by any means to develop the Far East, while not quarreling with the president and remaining in office. The tasks are almost mutually exclusive. Given the full independence of Ishayev’s views, they are practically impossible. In the nineties, he harshly and impartially criticized the leadership in the capital, so that it seemed that the days of his work at his post were numbered.
Many attempts to privatize large enterprises were reflected precisely by Ishaev, only this will count towards him at the Main Court. Eighteen years of governorship and four years of envoy, not everyone can stand it, especially when you consider the times at which this work fell. Ishaev Viktor Ivanovich and the welder, as they recall, was excellent. And the books he wrote are interesting: "A Special Region of Russia", for example. His whole life was devoted to the Far Eastern region, and now he is doing the same.
Yeltsin and Khasbulatov
The only person who spoke bluntly and honestly in the eyes in October 1993 regarding the shameful and vile shooting at the White House when foreign powers applauded was Viktor Ishayev. He did not accept the line of behavior of either Yeltsin or Khasbulatov, urging them to resign amicably if they cannot reconcile. Both that, and another.
The statement is very tough. It is good that it was supported by the governors of Irkutsk and Novosibirsk. However, they were immediately relieved of their posts for such support. But Ishaev was only put on the surface, they realized that the people in the Far East would not understand the resignation of their leader. And that is why huge construction projects continued to boil in the Khabarovsk Territory even in these difficult times: bridges, roads, tunnels, and railway tracks were erected.
About the regional development program
The Rosneft press service assures that Viktor Ivanovich Ishaev was not arrested regarding the Eastern Cosmodrome. He had to answer some questions, and, apparently, the answer to those who asked was satisfied. There is no separate development program for any particular region; for example, there is the development of Russia as a country in the Far East that fulfills its strategic and geopolitical tasks. And this region has always contributed to the development of the state.
Ishayev’s current concept differs little from what he preached since 2001. All schemes for the development of the Far East were created. For example, gasification. All production from deposits in Yakutia, Irkutsk and Sakhalin should be connected in one place and then partially sent to China, the rest for processing. Without processing, the development of the industry will not take place. So it is with oil. And with gold. And with diamonds. If the focus is only on export, China, for example, will certainly dictate terms and prices. Gasification of all territories without exception, all enterprises without exception, is absolutely necessary. But with what terrifying obstacles the ascetics had to break through the most necessary decisions in the light of corruption and lawlessness in the country!
About the Far Eastern "hectare"
This program was also developed with the active participation of Ishayev in the same 2001, it was to become the basis for distribution to the entire region. But they started locally. Give those who wish this hectare to buy or build housing. The idea is excellent, execution is not. There was no whole amount of decisions, therefore Ishaev did not begin the realization of this dream. After all, the most necessary things for the Far East are people. But people cannot survive without money. Everyone is screaming about problems. But their units decide.
Business: private or public
What is Viktor Ivanovich Ishaev doing the last three years in his new career? Yes the same. Rosneft is a state-owned company, seventy percent of the shares. And this is very good, because only the state can afford truly large-scale projects, contribute to the emergence of growth points and activate medium and small businesses.
In 2014, Rosneft paid taxes of 3.7 trillion, while the entire federal budget is 12.5 trillion. This company is state controlled and implements state policy. Data on private traders are not disclosed. Private business is good, but the state should be the main market participant and support its own policies. And during the privatization, the elites preferred to buy up the state-owned companies of the country for three copecks and immediately eat them.
