For the layman, the fate of these two people turned into a confrontation. Both faced life injustice: the family of a native of the Ingush village of Ekashevo was expelled to Kazakhstan, where Issa Kostoev, whose biography will be presented in the article, vowed to fight against unrighteousness. Maniac Chikatilo from the Ukrainian village of Yablochnoye chose a different path - to take revenge, cultivating vices and hatred in himself.

The beginning of the way

The date of birth of the future legendary investigator is 08.08.1942. His parents are illiterate peasants who fell under repression in 1944. Having started his career with a locksmith in a car depot (Akmolinsk), Issa Kostoev promised himself to get an education in order to learn how to protect the rights of his loved ones. Having become a member of the CPSU in 1960, he will proudly carry a party ticket in his pocket, personifying him with the idea of ​​social justice. In 1965 he graduated from the Faculty of Law of the University of Alma-Ata, specializing in criminology and forensics.

Until 1974, he went from an investigator to a criminal prosecutor in the North Ossetian Autonomous Soviet Socialist Republic. After being transferred to the Prosecutor General’s Office, he entered the graduate school of Moscow State University, which he successfully graduated in 1980.

Achievement list

Until 1992, Issa Kostoev was an investigator, deputy head of the Investigative Unit (in this position he interrupted the 12-year-old bloody trail of the maniac and killer A. Chikatilo), head of the department of the Prosecutor General of the Russian Federation. In 1992, he accepted the appointment of the representative of President B. Yeltsin in Ingushetia. A year later, he was elected to the Council of the Federation, heading the Committee on Constitutional Legislation. Remembering the labor path, he considers the main business of his life to be an investigator. Therefore, I took the opportunity to return to the Prosecutor General, where from 1996 to 2002 he headed the international legal department.

Until 2009, he represented Ingushetia in the Federation Council, having done a lot to end the Chechen-Ingush conflict. Issa Magometovich Kostoev is the pride of his people, who rose to the rank of Major General of Justice. Order bearer (the last award is the Order “For Merit to the Fatherland”, IV degree, 2007), he has the title of Honored Lawyer of the Russian Federation, and the third highest rank in the judicial authorities of the Russian Federation. A statesman who does not know how to sit around has published a book “Russia: The Underworld”, which reveals a panorama of crime that has swept the country in the 80–90s.

27 years given as an outstanding forensic scientist to work as an investigator. During this period, he managed to protect more than one person, stopping the terrible deeds of Storozhenko, Kulik and other maniac killers. His last investigation was the sensational Chikatilo case, which shocked the whole country. About this, Richard Lurie wrote the book "Hunting the Devil", which is still a bestseller.

For twelve years in the Rostov region, a maniac walked about at large, for the murders of which were innocent, and one of them, 29-year-old Kravchenko, was shot in 1983. Having headed the capture of the criminal in 1987, in 1990 Kostoev completely exposed the maniac, having encountered the Kravchenko case during the investigation.

Having not smoked before this for 9 months, he picked up a cigarette, reading the lines from the last complaint of the convict. He claimed that the day would come when the investigation would be ashamed of the ruined life of an innocent person. Since then, the former investigator for particularly important cases has advocated for criminal liability of investigators, prosecutors, judges for errors in the investigation.

Who is Chikatilo?

Born in Ukraine in 1936, the future maniac heard his mother's stories about how his older brother was abducted and eaten in the Holodomor (1933). Fearing the repetition of history, the whole of 1946 he simply did not leave home. His father was captured in 1941, which automatically made him a “traitor to the Motherland”, and in 1943 a sister was born. There is a version that the mother was raped by a German soldier.

After school, Andrei Chikatilo served in the Ministry of Internal Affairs, where he was allegedly subjected to bullying. After graduating from a pedagogical institute, for some time he worked at a boarding school, where his perverted sexual inclinations first appeared.

This did not stop him from starting a family in which two children were born. The wife subsequently became the head of the kindergarten and did not know about the second life of her husband. He worked as a supplier, often on business trips, which allowed him not to spend the night at home. Since 1978, he regularly raped and murdered women and children. The peak of his activity came in 1984, when he committed 15 murders. In total, he was charged with 56 crimes, 53 of which were proved by the investigation. A maniac recognized as mentally healthy had a breakdown in his psyche in childhood.

The capture of the criminal

In 1985, Operation "Forest Band" began, for most crimes were committed in the forest zone. During it, 200 thousand people were checked, 1, 062 offenses were uncovered, information was collected about 48 thousand suspects with sexual deviations. But even this did not bring the main result - the capture of the criminal.

In 1990, Chikatilo was detained by a policeman when leaving the forest. He was released, but Issa Kostoev became interested in a strange coincidence: in 1984, this citizen was already detained for molesting girls on vehicles. After which another 21 murders were committed.

According to the card index, 5 similar detentions were revealed. Due to a mistake in blood type analysis, he was once unable to be held accountable for a real murder, and he was convicted of stealing a battery for 6 months. In the process, Kostoev revealed a large number of violations. So, someone Burakov destroyed the cards with the fixation of the detentions, and the employee of the district prosecutor’s office was illegally arrested by Telman Gdlyan, which caused a conflict between the two employees of the Prosecutor General’s Office.

Exposure

After being detained on November 20, the investigation had 9 days to convict the criminal and charge him. Issa Kostoev decided to keep the accused in the KGB of the Rostov Region, excluding access to it by strangers. After 7 days, the cunning criminal became isolated and shut up. The investigation did not have convincing evidence, so there were two days left to "talk" the maniac.

Kostoev tried to convince Chikatilo that they knew everything. He can only avoid the death penalty if a mental illness is detected. And such crimes can only be committed in an insane state. For persuasiveness, a psychiatrist Bukhanovsky was sent, which predetermined the decision of the maniac. Chikatilo testified, describing the killings for which other people had previously been convicted. In court, he portrayed a mentally unhealthy person, but three examinations proved his full sanity at the time of committing atrocious acts.

Execution of the criminal

In the photo you can see the offender and his autograph on the book that tells about the crime. Andrei Chikatilo was shot in Novocherkassk prison on February 14, 1992. This was one of the last executions on the eve of the announced moratorium. In the end, he asked to keep the brains promised to the Japanese for big money. But it was a shot in the head that the life of a human beast ended.
